Notice is hereby given by the City of Burnaby (City) of its intent to award a contract to 1140442 BC Ltd., Quality Cleaning Service, Shireen Investments Inc, and Vanilla Garden Clothing Services Ltd. for the provision of dry cleaning and laundry services for the City.
The estimated total value of the contract is $70,000.00 plus applicable taxes over a term of one year from September 1, 2021 to August 31, 2022 with an option to extend for additional two one-year terms at the sole discretion of the City.
The City of Burnaby did not call for competitive proposals for the following reasons:
The Contractors are in close proximity of the fire stations for Burnaby Fire Department (BFD) members to drop off and pick up their uniforms which is a mandatory requirement per the Fire Union's Collective Agreement;
The Contractors have the capacity and capability to provide a maximum three-day turnaround service during peak periods where volumes will increase with little or no advanced notice, such as emergency situations;
The Contractors adhere to contamination standards for the cleaning of BFD garments contaminated with bodily fluids, hazardous materials, and fuel(s) and prevents cross-contamination across different streams (contaminated items are separated from non-contaminated items);
The Contractors are able to provide professional dry cleaning, laundry, alteration, repairs, and pressing services for BFD which will maintain uniforms as follows:
(a) Mitigate bleeding of garment colours into flashes attached to shirts;
(b) Finishing of shirts and pants will not result in "shiny" areas;
(c) Cleaning methodologies will be appropriate for special materials including, but not limited to, Gore-Tex and Nomex; and
(d) Cleaning methodologies will be appropriate for items contaminated with bodily fluids, blood-borne pathogens, hazardous materials, and fuel(s);
Companies wishing to object to this decision should EMAIL a letter of objection presenting specific reasons for their objection by 3:00 p.m., local time, July 15, 2021.
The required experience and resources, with proven ability to offer the same or better services in the same timeframe, are key criteria with regard to consideration of an objection.
