3.8.048 - Alum System Upgrade

The scope of work includes:
• Review and understand the engineering study report prepared by WSP in 2020 on the existing alum system
• Complete any additional field investigations or desktop studies that may be required to support the alum system design.
• Provide the design base describing alum dosages, pump capacities, alum distributing line alignment, alum addition locations, and equipment requirements.
• Complete the detailed design to upgrade or replace the alum system to fully address the deficiencies identified above
• Complete a risk assessment and design review workshop at the 30% design milestone with the ACRWC design review team, including developing workshop materials, facilitation, document workshop outcomes and complete the ACRWC risk assessment template.
• Prepare design submissions for review at 30% and 90% completion, including cost estimates at each submission. Allow two weeks for ACRWC review of each submission. Include construction specifications at the 90% milestone for review by ACRWC.
• Update existing bioreactor process control narrative (PCN) for alum system, using ACRWC formatting.
• Develop a commissioning plan that will test and place the new alum system into service.
• Develop a plan, including timing, to decommission the existing system, where required
• Prepare a pre-tender cost estimate for construction
• Prepare IFT package including drawings, specifications, and front-end document
• Administer the tendering process, including preparing and issuing addenda, facilitating pre-tender meetings, evaluating, and reviewing bids and providing a formal recommendation for contract award.
