RFP.062.21 - Consulting Services - Upper Seymour River Flood Risk Assessment

The District of North Vancouver (District) invites detailed Proposals from qualified engineering consultant firms ("Proponents") with expertise in river flood hazard assessment for the provision of a risk assessment of the Upper Seymour River.

The purpose of this project is to understand the level of existing risk to people and property along the study area and how that risk will change over the next several decades. The work will inform mitigation planning decisions which are currently limited by a lack of right-of-way for structural mitigation and slow redevelopment in the study area.

The risk assessment will consider previous hazard and risk assessments and will address the impacts of climate change. The plan will apply a risk-informed lens to identify the preferred suite of structural and non-structural mitigation measures. The plan will include an implementation section that uses flood risk management and asset management principles to specify a prioritized list of cost-effective actions for the District over specified timeline.
