Re: Construction and Delivery of Public Space at Blood Alley Square

Notice is hereby given by the City of Vancouver ("City") of its intent to contract with Kanin Construction Management for the construction and delivery of the Blood Alley Square public space located in Downtown Eastside.

City of Vancouver's Street Activities and Development and Major Projects team have been working with the developer, Westbank Corp., at 33 W. Cordova St. to redesign and create an inclusive space, while conserving its 1970s heritage characteristics that is open to the public to gather and enjoy. Blood Alley Square covers roughly 1000m2 and will be upgraded with new surface pavers, rainwater capture elements, lighting & electrical, and stage/seat-wall features for public events.

REASONS FOR THE DIRECT AWARD:

Kanin Construction Management ("KCM") is currently contracted by the developer, Westbank Corp., to construct a 10-storey mixed-use building consisting of retail, residential and social housing at 33 W. Cordova St. As KCM construction operations are currently adjacent to the space being delivered, contracting with the developer for these incremental works, allows for seamless transition between private to public space, reduces the amount of re-excavations through the Blood Alley Square, and avoids further delay to the project completion date. The City has also confirmed that Westbank has tendered the construction work based off the proposed IFT design package and received bids from 3 separate contractors. Based on these parameters, the City believes contracting with KCM provides best value to construct and deliver this public space.

The contract is valued at approximately $1,750,000 excluding GST. (Fully funded)
