Description

The Ministry of Transportation is procuring the consulting services of a multidisciplinary team to support the Ministry in developing an Eastern Ontario transportation plan and a Province-wide transportation plan. This procurement requires expert technical multimodal analysis and advice, transportation modeling/demand forecasting for system evaluation, policy analysis and advice, stakeholder engagement, policy integration, and writing and design.
The Eastern Ontario transportation plan is intended to identify current needs and opportunities as well as future demand and a vision and accompanying set of projects, policies and programs for the transportation system in 2051. The Province-wide transportation plan will integrate the four regional transportation plans and address cross-cutting issues and provincial or national scale transportation strategies.
Scope of Work
An experienced consultant is required to support this project over a 2-year period (with a potential 1-year extension). It is expected that the Preferred Bidder will have extensive experience in areas such as multi-modal transportation planning; macroeconomics and future economic sector analysis; policy analysis and research; land use planning; government policies and initiatives; environment and climate change; facilitation, public consultation, engagement with key stakeholders, municipalities and Indigenous communities; synthesis of data and information, writing, editing, and development of maps and other supporting graphic material.

The main responsibilities of the Preferred Bidder include, but are not limited to:
• With regard to the Eastern Ontario transportation plan:
o Analyzing the transportation system, socio-economic trends, and current and future travel demand to identify needs and opportunities;
o Developing recommended transportation infrastructure networks, policies, and action items for a 2051 horizon that will contribute to achieving the vision and goals outlined for the Eastern Ontario;
o Support public, stakeholder and Indigenous engagement;
o Contribute to the synthesis, writing, and design of the long-range Eastern Ontario transportation plan
• With regard to the Province-wide transportation plan:
o Develop a series of technical issue papers on selected topics (to be determined in consultation with the Ministry) that are provincially significant and may impact provincial transportation system

The project duration would be 24 months, with estimated projected commencement in March 2022.
