Description

This document is issued by the Ministry of the Solicitor General (the “Ministry”) for the purposes of engaging with the market and seeking interest from mental health clinical service providers.

The Early Market Engagement Exercise (“Exercise”) consists of:
1.A Microsoft TEAMS background information session to be held on January 11, 2022;
2. An engagement survey document to be completed and returned before January 28, 2022.; and/or
3. One-on-one sessions which will take place between January 12 and January 19, 2022.

Participants may respond to and/or participate in whichever aspects of the Early Engagement Exercise they choose.

Participants may register for Information Sessions and/or One-on-ones without responding to the Survey Document or may respond to the Survey Document without participating in the information session or One-on-ones. Further details and deadlines can be found by downloading the EME document.

Participants must meet the following criteria:
•Ability to operate and manage a secure treatment environment
•Ability to staff the secure treatment facility 24/7
•Must be experienced with accreditation reviews and willing to participate in reviews as outlined by Accreditation Canada
•Have experience delivering mental health clinical services and rehabilitative programming
•Understand the impacts and considerations of operationalizing mental health and rehabilitative services in a secure correctional environment and
•Provide regulated mental health clinical practitioners who are in good standing with the appropriate governing body, and other allied professionals as required and where applicable.
Scope of Work
NOTE: Participation in this engagement process is encouraged, but not mandatory. Participation in this process is not a condition or a pre-requisite for the participation in any potential or subsequent procurement opportunities. There will be no shortlisting of potential participants for the purposes of undertaking any future work resulting from this Exercise.
The Ministry wishes to engage service providers in the forensic mental health field with the aim of bringing market perspectives to its early-thinking for developing the Ministry’s procurement strategy to meet the requirements for the provision of clinical mental health and rehabilitative services at the St. Lawrence Valley Correctional and Treatment Centre (SLVCTC), also designated a Schedule 1 Psychiatric Facility in Brockville, Ontario.
In particular, and as described in the survey document, the Ministry is seeking information on whether the market has the capability and capacity to deliver these specialized services and what interest the market has in bidding on this opportunity.
The Ministry is particularly interested in participants who are mental health service providers with expertise and experience in the following areas:
•Providing mental health services and specialized programming in core criminogenic areas to vulnerable, marginalized and diverse populations
•Working with people with addictions
•Working with men and women
•Working with people experiencing acute and/or intractable mental illness
•Working with people housed in a 24/7 secure setting
• Working with people in conflict with the law
•Providing urgent/acute mental health care and stabilization
