Re: Construction of Cambie Street Improvements at 5103 Cambie Street

Notice is hereby given by the City of Vancouver ("City") of its intent to contract with Pure
West Financial Holdings Group Inc. ("Pure West") for the design and construction of street
improvements on Cambie Street from the south property line of 5103 Cambie Street to W. 35th
Avenue.

The general scope of the street improvements comprises of a new bicycle facility, road
drainage, street tree planting, green infrastructure, and street lighting.

REASONS FOR THE DIRECT AWARD:

Pure West, the developer of the development at 5189 Cambie Street, is required to deliver
street improvements on Cambie Street from W 37th Avenue to the property line north of the
development in accordance with the Cambie Corridor Plan. The City would like to take the
opportunity to extend the street improvements to W 35th Avenue by awarding the additional
works to Pure West.

Completing the additional works as one project will reduce gaps, improve continuity in the
cycling network planned along the Cambie Corridor, and ensure a Complete Street facility is
made available for public use. This method will also result in cost savings for the City
resulting from economies of scale.

The City has evaluated Pure West's quotation by comparing it with the actual costs from a
similar construction project completed on Cambie Street and cost estimates based on City's
internal construction rates and believes Pure West's quotation is good value and offers cost
savings to the City.

The contract is valued at approximately $356,000 excluding GST.
