Description

WorkSafeBC is intending to contract with Katalon Inc. (“ Katalon”) for the purchase of Katalon Studio Enterprise and Runtime Engine (the “ Solution”). The Solution allows the business to run automated tests of User Interface (“ UI”) elements. The solution allows the business to test the visual elements of an application in order to validate whether they accurately meet the expected performance /functionality and to ensure that UI functions are free from defects.

WorkSafeBC intends to purchase the licensed version of Katalon in order to meet WorkSafeBC’s security requirements of utilizing in support software in our environment. The current free license that is being used is end of life and out of support by Katalon.

Katalon Studio enterprise:
- Cross-browser tool that supports Web, mobile, Windows desktop, and Application programming Interface (“API”) testing

Katalon Runtime Engine:
- Katalon Studio add-on that allows users to schedule and execute automation tests in console mode and CLI (command-line interface) mode. Various scenarios exist for KRE implementation. It can be used for scheduling tests, integrating with Continuous Integration and Continuous Deployment (CI/CD) system, or bundling tests to execute in virtual containers like Docker.

As a result of this NOI, Katalon is expected to provide the following products and services as part of the Solution:

Floating Licenses for the Katalon Studio Enterprise and Katalon Runtime Engine

CONTRACT DETAILS & TERM:

The anticipated contract term is for a maximum of five years. The agreement will be renewed on an annual basis and may be terminated earlier upon discretion by WorkSafeBC.
The Solution’s estimated value is approximately $11,292 CAD annually.

INTENTION:

WorkSafeBC intends to award this contract to Katalon in lieu of issuing a competitive bidding process for the following reasons:

The transition process to uninstall the existing Solution would cause significant operational impact and risk to the business. The business would need to invest resources to re-write all the existing test scripts. A large number of projects would be impacted by this change.
It will entail change management with additional resources required for training and internal knowledge transfer. A significant number of hours would need to be resourced for this.
As a result, the transition from the existing Solution to another Solution would result in high overall migration and training costs. WorkSafeBC would require additional resource budgeting and have a significant financial impact to transition to another Solution.

Vendors who wish to object to this decision should provide a written objection outlining how they meet the criteria set out in the Intention section to Vennsze Erlano, Procurement Analyst, Procurement Services by email, on or before 2:00 P.M. Pacific Time on April 20, 2022 (the “Deadline”). The written objection should provide specific reasons for objecting and demonstrate the ability to meet or exceed the criteria, skills, abilities, qualifications, requirements and/or experience, as applicable, listed in the Intention section of this NOI, with the same level of expertise and value.
