Description

1. This RFP is open to all interested Vendors.

2. The City is seeking a cloud-based Software as a Service (SaaS) solution to serve as The City’s online engagement platform and power its Engage portal.

The proposed solution is expected to meet business needs and requirements as described in this RFP document.

Interested proponents should be able to offer a comparable or superior experience to the engagement platform that is currently in place to ensure the online public engagement practices are inclusive, consistent, transparent, accountable, and responsive, with no interruption in service.

The objectives of this Request for Proposal are:

• Provide citizens and stakeholders with a welcoming, accessible, interactive, and easy-to-use online engagement platform.
• Provide citizens and stakeholders with a central online space where they can find, learn, and provide input on all City projects that are open for public input.
• Ensure The City’s online public engagement practices are inclusive, consistent, transparent, accountable, and responsive.

3. This procurement process is not intended to create and will not create a formal legally binding bidding process and will instead be governed by the law applicable to direct commercial negotiations.

4. The City intends to enter into one (1) Agreement for the provision of the Deliverables. The Agreement will be for an initial term of one (1) year. The Agreement may be renewed three (3) time(s) for three (3) years each to a maximum term of ten (10) years. The Agreement may include a Proof of Concept (PoC).
