23TDRRSD866 - Alberta Caribou Program Spatial Data Services and Support

PROJECT OVERVIEW
Alberta Environment and Parks’ Provincial Woodland Caribou Program (Caribou Program) leads all caribou monitoring throughout the province, and maintains the provincial caribou occurrence database covering all caribou ranges across the province. This includes demographic and distributional monitoring, using data obtained from aerial surveys and radio-collared caribou. The Caribou Program is also involved with land and resource management issues, such as providing advice, guidance and direction towards integration of caribou occurrence and habitat information into forest harvest planning, environmental assessment, and land-use planning. In addition, the province is responsible for ensuring commitments towards achieving federal caribou recovery objectives. Given that habitat alteration is a key driver of caribou decline, much of the work of the Caribou Program involves spatial data and analysis.

The Caribou Program seeks a contractor to provide, on an as-needed basis, technical support related to spatial analyses, mapping, and data management.

The scope of work will depend on specific program/project priorities, but may include:
• Spatial database management, including point, line, and polygon data formats, including those with associated date/time stamps;
• Raster and vector data processing, management, and manipulation;
• Production of map products;
• Production of new spatial data layers;
• Statistical (spatial) data analysis and model development;
• Collection or retrieval of various spatial data layers, including those produced by Government of Alberta (GoA) or available on-line through various public access sources. These may include layers describing physiography, terrain/topography, vegetation, anthropogenic features and footprint, and remotely sensed imagery (e.g., NDVI, gridded climate/weather data):
• Workflow and metadata documentation;
• Report preparation;
• In-person (or on-line) technical support, guidance, and trouble-shooting;

All work under this contract is on an as-needed basis and there is no guarantee, or minimum number, of billed hours.
