ACAN – Senior Programmer/Software Developer - WebCIMS
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Military Grievances External Review Committee (MGERC) has a requirement for informatics professional services to assist in the development, support, and maintenance of various computer based applications, more specifically, the Case Management System (CMS) using Web-based Correspondence & Information Management System (WebCIMS 7).
WebCIMS, an Information Management commercially of the shelf system has been used by MGERC since April 1st, 2002.
There is a continuing requirement for modifications and maintenance of the CMS application using WebCIMS. In 2017, MGERC moved to WebCIMS version 7. Going forward there will be a number of modifications required to enhance existing reports and modules and develop Web Reports and modules as requested by the Project Authority.
SCOPE OF WORK / DELIVERABLES
MGERC requires the services of one (1) dedicated senior programmer/software developer. The proposed resource will be required to perform, as a minimum, the following tasks:
a) Modify the CMS WebCIMS application and enhance and develop Web Reports and modules where necessary and appropriate as requested by the Project Authority;
b) Develop a recommended implementation plan for each of the modifications to the WebCIMS CMS application;
c) Produce a problem resolution report and system documentation, showing detailed analysis and documenting the root cause of problem, corrective action taken and precautionary activities or safeguards to mitigate future incidences of the same problems.
d) Assist in the knowledge transfer to the designated WebCIMS Administrators for the management of the CMS WebCIMS application on routine maintenance and update of selected components.
e) Integrate CSM WebCIMS with GCDocs for the purposes of retention and disposition of documents in case files.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that the proposed resource meets the following requirements:
a valid WebCIMS 5 Development Engineer Certificate; WebCIMS 6 and 7 Technical Engineer certificate and WebCIMS 6 and 7 configuration certificate.
10 years’ experience as a Programmer/Software developer.
5 years’ experience in conducting analysis and documenting user’s requirements, implementing and supporting clients/users in a development or operational environment working with Correspondence or Case Management Systems using WebCIMS 5 or greater
5 years’ experience developing and customizing Web Interface by using ASP, Java, Java Script, VB and VBScript codes and Net Codes.
5 years’ experience supporting SQL Server 2008/ 2012/2014 databases
4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreements:

5. Justification for the Pre-Identified Supplier
A. Net Solutions Inc. is the exclusive provider of Programmer/Software Developers working in WebCIMS. A. Net Solutions Inc. does not outsource any of the development/programming or any WebCIMS work for their clients. A. Net Solutions Inc. is both the owner of the IP and the builder of the WebCIMS software.
MGERC requires a Senior Programmer/Software Developer with the following certificates, which are proprietary to A. Net Solutions Inc: WebCIMS 5 Development Engineer, WebCIMS 6 and 7 Technical Engineer, and WebCIMS 6 and 7 Configuration.
6. Exception(s)
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) -
"only one person is capable of performing the work".
7. Ownership of Intellectual Property
MGERC has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, for the following reason, as set out in the Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts:
“Where the Foreground IP consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software”.
All information and documents made available to the contractor during the course of this contract are deemed proprietary, as is all documentation produced by the contractor during the contract.
8. Period of the proposed contract or delivery date
The Work is to be performed from April 1, 2023 until March 31, 2024 (up to 40 days in fiscal year 2023-24) on an “as when required” basis with an irrevocable option to extend the term of the Contract by up to three (3) additional one (1) year period under the same conditions.
9. Cost estimate of the proposed contract
The estimated value of the contract, including option(s), is $160,000.00 (GST/HST extra).

11. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
12. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is November 17 at 4:00 p.m. EST.
