Description

Request for information for proposals for a modern fishing and hunting licensing service to support the online purchase of licences and hunting tags for the Province of Ontario. The Ministry of Natural Resources and Forestry is looking for options to modernize its service approach to better meet the needs of hunters, anglers, licence issuers and internal Ministry staff while also meeting the requirements of the Ontario digital service standards.
Scope of Work
Information is being sought on options for a system that will allow for the secure sales of outdoors cards, hunting and fishing licences and controlled game tags in a modern digital service. It would support game draw entry for a variety of species and track draw results for auditing purposes. It would support hunting tag issuance in both paper and digital tag formats. It would also support hunter reporting and compliance monitoring of the completion of hunter reports.

Some additional system needs would include: an Interactive Voice Response (IVR) option; options for a mobile application; supporting licence sales at 66 Service Ontario locations and over 500 private issuers; tracking hunter accreditation status; enabling enforcement staff to validate licence and tag compliance; providing marketing and communication services (e.g. customer relationship management tools); ensuring data quality and accuracy and provide Ministry staff with appropriate access and tools to perform data analysis and reporting. Finally, the ministry is seeking a comprehensive service support, maintenance and enhancement process with options for future growth to accommodate new/improved technology enhancements over the duration of the contract.

We are requesting that Respondents prepare a presentation that will provide clear and concise responses to the following information – company profile; a short summary of how the proposed solution meets our needs; detailed solution option; development and implementation plan; support, maintenance, enhancements a future growth plan; pricing model.
Selected Respondents will be asked to deliver a Product Overview Presentation/Demonstration via video conference.
