Description

Notice is hereby given that Provincial Health Services Authority (“PHSA”) as agent for Vancouver Island Health Authority
(“VIHA”), intends to directly award a Contract to the following supplier to provide three (3) MRI upgrades to existing
Equipment which includes associated Services for an estimated value of $3,900,000.00 CAD.

PHSA, has chosen not to proceed with a competitive process for the following reason:

the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:

(a) to ensure compatibility with existing products/systems and/or to maintain specialized products that must be maintained by the manufacturer or its representative.
Three (3) MRI systems at VIHA are at end of life and need to be upgraded urgently. General Electric Canada (“GE”) has
developed a system upgrade that would allow The Artist-EVO upgrade to the SIGNA Artist Evo platform. This is a 1.5T
MRI upgrade that opens a narrow-bore, from a 60cm to 70cm wide-bore system (500lb), a larger maximum scan FOV
(55x55x50cm), improved gradient performance, an increase to 128 RF channels, an embedded 40-Ch TDI Posterior
Array, and software. All sub components of the existing Artist-EVO MRI systems are removed (leaving only the MRI
Magnet) which is converted into the new functionality of GE's latest MRI platform the SIGNA Artist Evo.
Due to the proprietary nature of the MRI scanner, specific to VIHA, only GE meets the requirements to be able to
provide this upgrade and no alternative or substitutes exists in the market.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Estefania
Munguia, Buyer, by email before 12:00pm Pacific Time, March 28, 2023. PHSA will
review any and all issues received by this date and provide due consideration to each objection.
