The Town of Banff is seeking civil, landscape, geotechnical, electrical design, and construction management services for the realignment and complete reconstruction of Caribou Street.
Goals of the project include the following:
• Realignment of the segment of Caribou Street, between Lynx Street and Bear Street, to align with the segment west of Lynx Street (Fig.2), including all deep and shallow utilities;
• Complete replacement all deep and shallow utilities to the exterior of foundations belonging to property owners along Caribou Street from Lynx Street to Banff Avenue (with the exception
of the Caribou/Bear Street intersection - which was fully reconstructed as part of the Bear Street reconstruction project in 2020-2021;
• Design elements and constraints include:
o The reconstruction of all surface works shall reflect a pedestrian-centric environment – where vehicles are permitted as a guest, similar to the traffic and pedestrian flows Bear street;
o The surface works shall include design themes – such as lighting, planter beds, concrete finishing, surface treatments, geometric alignments etc. - from the surrounding streets of Bear Street and/or Banff Avenue;
o The road surface(s) for both pedestrians and vehicles shall be along a single plane (without curbs);
o The road surface must accommodate flexibility for summer and winter use – e.g. seating in summer, parking in winter;
o Bike racks, garbage and recycling, benches, and other pedestrian-focused amenities must be accommodated with high priority;
o Planters shall be provided and shall incorporate soil cells or other technology to ensure healthy tree growth;
o The design must incorporate soil cells or other technology designed to store and treat surface water run-off prior to discharge to the Bow River;
o Consideration for the locations of restaurant seating (see Appendix E – Sidewalk Seating Policy), hotel (Brewster Mountain Lodge) tour bus layby, and other amenities that are currently available for local businesses and their patrons;
o Turning movements for large vehicles from the alleyways either side of Bear Street must be accommodated.
• The work shall be planned and executed in a way that minimizes business disruption as much as possible.
