NOI23-835 - Wireline Services NOI

Notice is hereby given that the Regional District of Central Okanagan (the “District”) is contemplating making a direct award of a contract to Telus Communications Inc. (the “Supplier”) for the supply of voice and internet services for a 24-month term.

The high-level details of the services to be provided under the contemplated contract are generally described below:

• Managed Business Internet Services, 1GB Speed, for 1 location.
• WAN L2 Access and EVC, 1 GB Speed, for 2 locations.
• WAN L2 Access and EVC, 500M Speed, for 2 locations.
• SIP Trunking, New Service, for up to 16 lines with bursting add-on for up to 23 lines, at 1 office location.
• All of the above services will be provided for a term of 24-months, commencing on July 1, 2023.

1. Contract Term and Maximum Contract Value:

1. Rationale for Contemplating a Direct Award:

• The District believes, but cannot strictly prove, the Supplier is the only vendor that can provide the services required of this contract within the contemplated total contract value and required timeframe.
• Changing of provider for these services at the current time, would cause the District to incur additional internal engineering and IT costs, which will not be incurred with the proposed Direct Award.
• The Direct Award enables the District to align this service with other contracts, which enables a more competitive public competition in the future.

1. Submission of Challenges:
   1. Any Challenge submitted to this NOI is required to be in English and must be submitted in writing via email to the Official Contact only.  The ‘Official Contact’ is: Richard Bruneau – Manager of Information Services, Regional District of Central Okanagan.
   2. Challenges to the NOI must be received by the Official Contact, at the email address above, before the NOI Closing Date and Time.  Challenges received after the NOI Closing Date and Time will be disregarded.
   3. Challenges to this NOI must include the following information at a minimum:
      • The legal name of the individual/organization submitting the Challenge.
      • The reason for the Challenge.
      • A statement confirming that the individual/organization submitting the Challenge can supply the same services within the required timeframe at a price which is lower than the contemplated contract value.  Pricing for the Service must include for all of the District’s cost for management and administration of a change to a new service provider.
      • Signature and date of the individual or officer of the organization submitting the Challenge.
