The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

SPECIAL INSTRUCTIONS TO BIDDERS (SI)
This is a two stage selection process. Bidders responding to this selection process are requested to submit a bid in two stages. This posting is the first stage (Stage One) of a two-stage solicitation process: the first stage will evaluate the qualifications of all interested suppliers; the second stage (Stage Two) will invite the qualified suppliers to provide a financial bid on the project based on the specifications and drawings. Upon award of contract in Stage Two the pre-qualification list will expire and will not be used in any other solicitation. The qualification list will expire within 180 days or upon award of a contract in Stage Two, whichever is earlier, and the prequalification list will not be used in any other solicitation.
Following the evaluation of the submissions of Stage One, bidders will be advised of their qualification result and the status of the tender. Stage Two Bidders will be provided an INVITATION TO TENDER (ITT) for the financial evaluation in relation to the specifications and drawings. Please note that the ITT used in Stage 2 of this process will be a Single Envelope ITT with a Low Price Basis of Selection.

REQUIREMENT
Parks Canada Agency (PCA) is currently developing a project to restore an old section of Route 132 that was abandoned in 2014 in favour of an alternative route that is currently in use, in the Beaver sector of Forillon National Park. The project aims to renaturalize the vast majority of the 5.9 kilometers of abandoned road to reconnect the forest and aquatic environments located on either side of this former road corridor. It will reduce terrestrial connectivity problems for carnivores such as American marten and fisher, as well as aquatic connectivity by removing a dozen culverts to ensure the free passage of fish, including American eel. Ultimately, the project also aims to increase the area of natural habitat by reducing the area of disturbed habitat, so as to enable the population or visitors to the national park to reap the benefits.
As part of this project, Parks Canada needs a contractor to restore the target areas by removing culverts and paving, excavating / backfilling / transporting / stockpiling / reusing granular materials in accordance with plans and specifications, restoring forest and aquatic environments, and preparing surfaces for renaturalization.
Parks Canada has already retained the services of a consulting engineering firm to plan, analyze and design the plans and specifications for this project. With this step completed, Parks Canada will now proceed with the restoration work.
The work will be carried out in an area that is normally very busy with visitors during park operations, i.e. from early June to mid-October, but this area will be closed for the occasion and for the duration of the work.
The work covered by this contract therefore concerns the restoration and renaturalization of the former Route 132 corridor at Forillon National Park. As indicated in the plans and specifications provided, the work includes, but is not limited to :
• Removal of twelve culverts, including excavation, disposal of materials, recovery of granular materials, renaturalization of watercourses and banks;
• Removal of pavement on a portion of former Route 132;
• Restoration of the former Route 132 corridor over a large part of the 5.9 km, according to the type of redevelopment proposed in the plans (forest, watercourses and wetlands);
• The recovery and stockpiling of certain quantities of all-alluvial materials (0-300 mm gauge) from the pavement structure of the former Route 132; all surplus materials will be spread on site;
• Reuse of all surplus stockpiles left on the old Route 132 (including the topsoil stockpile);
• The removal of topsoil at the indicated locations and its management (temporary storage and/or disposal according to Parks Canada instructions);
• All excavations and backfilling required for the work;
• Environmental protection measures for work in watercourses and wetlands;
• Clean-up of Route 132 (truck traffic) for the duration of the work, at the end of the work and at the request of the Ministerial Representative;
• Occupational health and safety management for the duration of the work.
All work must be performed in accordance with federal and provincial regulations applicable to the agencies having jurisdiction over the work. The work is subject to the National Parks Act and Regulations, the Canadian Environmental Protection Act, the Canada Labour Code and the Quebec Occupational Health and Safety Regulations.
To assist with bonding and insurance requirements, this project is estimated at a value between $1,000,001 > $5,000,000.
PERIOD OF CONTRACT / DELIVERY DATE
Contractor must perform and complete the Work no later than May 15, 2025.

National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at http://canadabuys.canada.ca/en/tender-opportunities. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
