This requirement is for: Physiotherapy Services at Mountain Institution, Kent Institution, the Matsqui Complex that includes Matsqui Institution, Fraser Valley Institution and the Regional Treatment Centre / Pacific Institution, and the Mission Complex that includes Mission Medium, Mission Minimum and Kwìkwèxwelhp Healing Village.
Trade agreement: This procurement is not subject to any trade agreement.
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: lowest priced compliant bid.
Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
Objectives: The Contractor must provide physiotherapy services for the offenders (referred to as patients in the Statement of Work) who the Institutional Physicians or a nurse refer to the Physiotherapist with an accompanying treatment diagnosis or for assessment. The Contracted Physicians may order specific treatment or request that the Physiotherapist assess and treat the patient.
Tasks:
The Contractor must:
1.1 Conduct weekly physiotherapy clinics at Mountain Institution, Kent Institution, Matsqui Complex and Mission Complex;
1.2 Assess the patients, commence treatment and evaluate the efficacy of the treatment given;
1.3 Provide to the Institutional Physician a description of the assessment, commencement of treatment and the evaluation of the efficacy of the treatment given;
1.4 Treat patients with physical exercises, mechanical apparatus, massage mobilization, the application of heat or cold, light, water or electronics, or any combination of these treatments;
1.5 Be able to work as a member of the professional Health Services team for the delivery of services;
1.6 Participate as requested by the Project Authority in activities and committees related to Quality Improvement, Patient Safety and Accreditation within the Institution. These activities may include,but are not limited to.
i. Assisting to identify evidence for Accreditation Standards;
ii. Completion of surveys required by Accreditation Canada; and
iii. Participating in improvement opportunities identified as a result of quality improvement data collection or activities, or both.
1.7 Enter patients’ treatment report and recommendations into CSC’s Electronic Medical Record system (OSCAR).
1.8 All of the inmates’ health care records, including all protected information, must remain at the Institution.
1.9 All physiotherapists must be registered and in good standing with the College of Health and Care Professionals of BC for the duration of the contract period.
1.10 Prepare physiotherapy clinic lists and appointment schedules triaged based on consults received and emergencies as they arise.
2. Deliverables:
2.1 Provide Physiotherapy services to Offenders at Mountain Institution, Kent Institution, the Matsqui Complex that includes Matsqui Institution, Fraser Valley Institution and the Regional Treatment Centre / Pacific Institution, and the Mission Complex that includes Mission Medium, Mission Minimum and Kwikwexwelhp Healing Village.
3. Standards:
3.1 The Contractor must perform services that are consistent with Community Standards set by the College of Health and Care Professionals of BC and within the standards of the Correctional Service of Canada, including but not limited to, the use of Universal Precautions as required in the performance of the work.

4. Grievance and Investigation Processes:
4.1 The Contractor must participate in various CSC internal inmate grievance/investigation processes, which may include a review of the Contractor’s documentation on the Health Care Record. Upon request from the Chief Health Services, the Contractor may have to undergo interviews as a result of an inmate grievance/investigation process.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Period of the Contract: The Work is to be performed during the period of April 1, 2025 to March 31, 2026 with the option to renew for three (3) additional one-year periods.
