The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).
Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.
REQUIREMENT
Parks Canada requires a licensed Sewage System Installer to replace five (5) septic systems at:
• 7501 Steeles Ave. Scarborough,
• 20 Beare Rd. Scarborough,
• 190 Uxbridge Pickering Townline Uxbridge,
• 7489 19th Markham, and
• 5120 sideline 30 Pickering
To assist with bonding and insurance requirements, this project is estimated at a value between $250,001 > $ 500,000, Taxes extra.
TWO-SUBMISSION BID
This Bid shall be submitted following a “two-submission” procedure. Refer to SI03 of the Special Instructions to Bidders.
CONTRACTOR SELECTION AND INDIGENOUS PARTICIPATION PLAN
The Contractor should ensure provision of specific and agreed upon benefits for Indigenous People and Indigenous Businesses in the Area of the Contract.
This Invitation to Tender contains bid criteria in order to provide socioeconomic benefits to Indigenous communities within the area covered by the contract.
Area of the Contract
The Area of the Contract lies within Rouge National Urban Park, which is situated on the traditional territories of multiple Indigenous Nations with deep historical and cultural connections to the land. Since 2012, Parks Canada has worked in close collaboration with the Rouge National Urban Park First Nations Advisory Circle (FNAC), which comprises 10 Indigenous Nations with expressed interest in, and long-standing relationships to, the area now known as the park.
The FNAC includes the seven Williams Treaties First Nations—Mississaugas of Scugog Island First Nation, Hiawatha First Nation, Alderville First Nation, Curve Lake First Nation, Chippewas of Georgina Island First Nation, Chippewas of Rama First Nation, and Beausoleil First Nation—as well as the Mississaugas of the Credit First Nation, Six Nations of the Grand River, and the Huron-Wendat Nation.
PERIOD OF CONTRACT / DELIVERY DATE
Contractor must perform and complete the Work no later than December 12, 2025.
MANDATORY SITE VISIT
It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Rouge National Urban Park (RNUP), 190 Uxbridge Pickering Townline, Whitchurch-Stouffville, ON L4A 7X4 on October 20, 2025. The site visit will begin at 1:00 pm EDT.
Bidders must communicate with the Contracting Authority no later than October 18, 2025 to confirm attendance and provide the name(s) of the person(s) who will attend.
Bidders who do not confirm attendance, provide the name(s) of the person(s) who will attend, or who do not complete and submit the above certification as required will not be allowed access to the site. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
ENQUIRIES
All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this solicitation must be submitted in writing and should be received no later than five (5) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
INFORMATION
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at http://canadabuys.canada.ca/en/tender-opportunities. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.
