INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)
AS TO THE AVAILABILITY OF SPACE FOR LEASE
IN THE CITY OF SAINT JOHN, NEW BRUNSWICK

Public Services and Procurement Canada (PSPC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:
Section A: Lease Components
• a lease term of approximately fifteen (15) years, commencing on or about June 1st, 2028, plus an option to extend the lease for two (2) additional periods of (24) months, with a right of early termination following the completion of (12) twelve years.
• Approximately 1,305.57 usable square meters (um2) of contiguous office space.
A minimum of 553.62 usable square meters must be on the ground floor or street level of the proposed building, the balance of space, approximately 751.95 usable square metres can be provided on the same floor or the next consecutive floor.
• the proposed space must be available approximately twenty four (24) weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy;
• the proposed space may be located in either existing buildings, buildings to be constructed or a combination thereof (existing buildings requiring expansion) and should satisfy or be capable of satisfying the following criteria:
1. the building containing proposed space must have commercial or municipal parking located no more than 500 meters walking distance to the building entrance closest to the potential office space. Walking distance shall be calculated using sidewalks and crosswalks. If commercial or municipal parking is not available within the 500 meter walking distance, then twenty (20) designated parking spaces must be provided. The spaces shall be reserved for the exclusive use of the Lessee and the Lessee’s servants, agents, employees and invitees, at all times during the Term of the lease The space shall be located in an indoor or outdoor parking area adjacent to the premises
2. the space requires one (1) parking space reserved for a Government fleet vehicle on a continuous basis.
3. the space must be configured to ensure all visitors use one (1) single common main entrance for the Service Canada portion and a secondary entrance for employees;
4. the physical characteristics of the land and the building and the area and environment surrounding it, including neighboring land uses, should be compatible with PSPC’s and/or the intended user’s intended use of the accommodation;
5. PSPC may not consider spaces or buildings that do not provide an acceptable configuration, are located in proximity to sites with incompatible usages, are located in flood plains, do not meet PSPC’s and/or the intended user’s safety or security requirements, or are not currently properly zoned;
6. the proposed space must be capable (as determined solely by PSPC) of meeting the intended user’s internal design requirements;
7. column spacing within the Leased Premises shall allow for a functional office space layout in accordance with the intended user design guide. The determination of whether the Leased Premises provides for a functional office layout is in the PSPC’s sole discretion
8. the proposed space must have a minimum clear ceiling height of 2.591 metres and a maximum clear ceiling height of 3.05 metres.
9. the proposed space must have a window arrangement and configuration that is acceptable to PSPC;
10. the length of the premises shall not be more than three (3) times its width. No dimensions of the premises shall be less than 7.5 metres
11. the building containing the proposed space and the proposed space must be located in areas with high visibility and exposure (as determined solely by PSPC);
12. the proposed space must provide a bicycle rack able to accommodate a minimum of eight (8) bicycle(s) on the premises
13. In the Accessory/Common Area on each floor of the Leased Premises, provide accessible separate washrooms for men and women or provide separate regular washrooms for men and women, plus one accessible unisex washroom, all in compliance with CSA-B651-23.
14. The proposed space must be located in the city of greater Saint John, New Brunswick within the following boundaries (the geographical boundaries include sites on either side of the roads).
Starting at the intersection of Route 100 and Ashburn Rd., head south on Ashburn Rd. towards Foster Thurston Dr.
Turning left on Foster Thurston Rd, take Hwy 1 south, exiting on to Seely St. Follow Seely St to Mt. Pleasant Avenue.
From Seely Street, turn right on to Mt. Pleasant Ave. Mt Pleasant merges in to Arrow Walk Rd and then to Hawthorne Ave. From Hawthorne Ave, turn right on to Sandy Point Rd. Continue on Sandy Point Rd up to University Ave. Turn left on to University Ave.
Follow University Ave to Millidge Ave. Turn left on to Millidge Ave. Continuing on Millidge Ave veering right on Adelaide Street continuing towards Main St.. Turn left on to Main St. and then turn right on to Douglas Ave.
Follow Douglas Ave on to Hwy 100, turn left and continue on Hwy 100 (Chesley Drive) to the Hilyard St / Route 100 intersection. Turn right onto Hilyard St. Follow Hilyard St to Paradise Row, turn right onto Somerset Street.
Follow Somerset Street to Garden St, at the intersection, turn left towards Station Street. At the intersection of Garden St. and Station Street, turn left. Follow Station St. and turn left onto Smythe Street. Follow Smythe Street to Union Street, turn left then turn right onto St. Patrick Street and continue southerly to Water Street.
Follow Water St. down to Lower Cove Loop which turns in to Broad St. Follow Broad St to Crown St. Heading northerly on Crown Street, turning right on to the Courtenay Bay Causeway.
Follow the Courtenay Bay Causeway, turning right on to Bayside Drive. Stay on Bayside Drive, veering left on to Grandview Avenue. Stay on Grandview Ave until you reach Heather Way. Turn left on to Heather Way.
Stay on Heather Way turning left on to Hickey Rd. Follow Hickey Rd. turning left on to Loch Lomond Rd. Continue on Loch Lomond Rd turning right on to McAllister Dr.
Follow McAllister Drive to Rothesay Ave. Turn right on to Rothesay Ave and continue to Route 100. Turn right at Route 100 until you reach the starting point.
Southerly on Ashburn Rd.
Ashburn to Foster Thurston, heading over to HWY1, then exiting on to Seely.
Seely to Mt. Pleasant/Arrow Walk Rd., turn right on to Sandy Point Road. Sandy Point to University Ave.
From University Ave. turn left on to Millidge Ave., Millidge Ave. veers down on to Adelaide. Turn left on to Main St., and then right on to Douglas Ave.

Note: PSPC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners, agents, mandataries should provide their response by January 5th, 2026.
Any response received after this date may not be considered.
Section D: Information Provided by Interested Parties or Agents of Interested Parties
Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, as well as public transit information and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PSPC with a letter authorizing them to do so.
Section E: Security Requirement
If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the Reliability level, approved and granted by the Contract Security Program (CSP) of PSPC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CSP/ PSPC at https://www.tpsgc-pwgsc.gc.ca/esc-src/index-eng.html. This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section H: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PSPC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PSPC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PSPC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
