Description

Request for procurement for the Ontario Hazard Identification and Risk Assessment program to provide technical support and expertise in data collection and data analysis to support the development of the new provincial hazard risk assessment and to update the 2019 HIRA report and methodology.
Scope of Work
Emergency Management Ontario is seeking a vendor to provide consulting services to update the provincial Hazard Identification and Risk Assessment (HIRA) Program. The review of the province’s existing HIRA requires specific subject-matter and technical expertise, such as the ability to collect and interpret hazard specific data from credible sources and conduct a comprehensive analysis of hazard specific data.

The Emergency Management and Civil Protection Act (EMCPA) mandates that in developing its emergency management program, every municipality and ministry should identify and assess the various hazards and risks to public safety that could give rise to emergencies.

Emergency Management Ontario is responsible for developing the provincial HIRA; this tool is available for municipalities and ministries to refer to while identifying and assessing the hazards and risks impacting their jurisdictions.

The Vendor will be required to provide the following deliverables. The Vendor is required to provide its proposed approach to updating the Ontario HIRA program as outlined below, and any other activities proposed by the Vendor. The successful Vendor shall deliver the following:

1. Hazard Identification Report: This report provides a comprehensive overview of each identified hazard that has the potential to impact Ontario.
2. Methodology Guidelines: This document provides municipal, provincial, and Indigenous partners with a recommended methodology for developing their own HIRA.
3. Provincial Risk Assessment Report: This report provides an analysis of Ontario’s hazards and identifies a list of top hazards of concern across the province.
4. Hazard Risk Assessment Evaluation Methodology:
The evaluation methodology will outline the approach developed by the Vendor to inform the development of a standardized process in updating the Provincial Hazard Risk Assessment report.
