Wheatland County is seeking multiple consulting firms to act as the Coordinating Professional of Record and provide engineering services related to municipal infrastructure.
The Consultants will assist the County in delivering projects based on a defined scope, obtaining approvals and submitting for necessary permits, advising on code issues and best practices related to each project type. It is also expected that the Consultants will provide advice and recommendations regarding improvements to infrastructure operations where it aligns with the project scope.
Unit pricing is required and should be included in a Response to this RFP as a guideline. The County intends to pre-qualify up to two (2) of the highest rated Respondent(s) to enter into our Consulting Services Agreement.
The approved Respondent(s) will be notified of individual projects and are expected to submit their proposals to the County by the deadline stipulated. The County will review project specific pricing and schedule during the submittal of individual project proposals by the invited Respondent(s). The potential subsequent award/delivery of the services are dependent on the proposals provided by the invited Respondents for each project and will be approved via Work Authorizations.
Consultants or their Subcontractor may be required to take on the role of Prime Contractor for Safety as required on projects that include destructive work or testing.
Each Consulting Service Agreement will have a term of three (3) years and will cover all general engineering services and daily engineering work unrelated to a project. The term of any Work Authorization entered into under the Consulting Service Agreement will have a term appropriate to the completion of the project requirements set out therein.
Projects may require reporting and design recommendations such as investigation, feasibility, schematic and design development reports. Consultants may also be required to prepare contract documents including drawings and specifications, work with the County to procure contractors, and perform contract administration, project close-out and post construction services.
The County is requesting the following suite of services, including, but not limited to:
• Coordinating Registered Professional,
• Architectural,
• Building Sciences,
• Mechanical Engineering,
• Electrical Engineering,
• Transportation Engineering,
• Structural Engineering, and
• Specialty Consulting Services as required
The capital works program includes replacement, upgrades, and new infrastructure related to Municipal (Hamlet) streets, water distribution and sanitary/storm sewer collection systems as well as water treatment and sewage treatment facilities. Road works usually includes between nine to thirteen kilometres of grade construction in-house plus an additional six to eight kilometres by contract, ten kilometres of base course and paving, and the replacement of roughly four bridge sized culverts.
In a typical year, the total capital works budget is in the order of $ 20,000,000
