Request for Bid (RFB) Retail Merchandising Services for Foodland Ontario Program

RFB for the provision of merchandising services within the province of Ontario for the Foodland Ontario program (Ministry of Agriculture, Food and Rural Affairs).

Retail merchandising has been a core marketing element of the Foodland Ontario program for over 35 years. Merchandising is an indispensable and effective promotional component as it has contributed to significant recognition and support from Ontario consumers, retailers and growers. Foodland Ontario is a strong, mature brand and the logo functions as an icon for local food in retail.

Foodland Ontario program design and delivery are guided by comprehensive consumer research which has consistently demonstrated that the in-store environment is a critical influencer of purchase decisions e.g., 61 per cent of purchase decisions for produce are made in-store.

Merchandising materials placed in-store positively influence shopper purchases of Ontario product and promotes and supports Ontario commodities.
Scope of Work
The Foodland Ontario Program is a consumer-facing marketing and communications program that promotes Ontario foods (fruits, vegetables, meat, dairy, eggs and other food products). Merchandising services is a core element of the Foodland Ontario Program that creates and sustains consumer awareness of Ontario-produced foods by maintaining a strong brand presence in the retail grocery environment.

A retail merchandising firm is required to provide representatives to engage approximately 1,200 food retail establishments to support and promote the Foodland Ontario Program. This is accomplished by ensuring territory coverage of grocery and fresh food retailers offering the greatest potential for consumer exposure. The produce area (fruits and vegetables) is the Program’s main area of focus. The retail merchandising vendor will also be required to cover some on-farm markets and farmers’ markets within those territories.

The vendor’s merchandising representatives will also provide market intelligence on several commodities through taking in-store linear measurements i.e., domestic share of shelf versus imports, regional price audits and distribution.

The vendor will also provide regular reporting to measure and evaluate the ongoing effectiveness of the program.
