CFS2024-0502 - Children and Family Services Request For Proposal Community Group Care Services Phase 2

Children and Family Services (CFS) is seeking submissions from interested and qualified vendors for the delivery of Community Group Care services throughout Alberta. This is Phase 2 of the multi-phased procurement approach.

CFS promotes continuous improvement in contracted out-of-home services through procurement activities. Through these activities, CFS continues to support innovative practice, culturally focused program models, and the achievement of optimal outcomes for children, youth, and families receiving services. Through the procurement of Community Group Care CFS intends to
achieve the following six objectives:

1. To ensure a fair and equitable opportunity for all interested vendors to submit a proposal to the Community Group Care RFP.
2. Ensure the procurement activity results in the best value and quality services.
3. Establish a provincially consistent funding and contracting approach.
4. Establish a contracting approach that permits greater flexibility.
5. Establish a new model of Community Group Care that embeds 14 key program and practice elements.
6. Establish a new model of Community Group Care that promotes placement stability and reduces risk of placement disruptions.
