Description

The purpose of this RFP is to solicit proposals from qualified firms or organizations for the Phase 2 – AMP Enhancement component of the Village of Gold River Asset Management Enhancement Plan in Gold River, BC.

Scope of Work
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms or organizations to conduct the Phase 2 – AMP Enhancement component of the Asset Management Enhancement Plan for the Village of Gold River in Gold River, BC.

The selected proponent will be responsible for the following scope of work, which has been organized into three components:

Component 1 – Define Level of Service (LOS) Standards for Core Services:
- Identify existing LOS.
- Workshop/meeting to review existing and desired LOS.
- Develop budgetary/conceptual cost estimate for revised service.
- Community workshop to review LOS and cost of revised service.
- Develop report. Component
2 – Enhance Asset Management Plan:
- Incorporate condition information into asset management plan database.
- Update asset lifecycle and costs.
- Develop financial investment requirements for infrastructure funding.
- Update report.
Component 3 – Long-term Capital and Financial Planning:
- Develop a budgetary, conceptual cost for revised service scenarios.
- Develop draft long-term (10 year) capital plan incorporating the LOS targets.
- Develop financial model to evaluate funding options and scenarios.
- Workshop/meeting with council and community to inform of LOS and funding options.
