SERVICES D'ELABORATION ET DE REVISION DE PROGRAMMES
The purpose of this Request for Proposals (RFP) is to set forth requirements and seek proposals from experienced consultants to develop a New Brunswick Research & Innovation Strategy that will shape the future of the province. This strategy, commissioned by the New Brunswick Innovation Foundation (NBIF) and Research New Brunswick (ResearchNB) will serve as a blueprint for fostering innovation, driving research excellence, and enhancing economic growth in New Brunswick.
2. PROJECT OVERVIEW
The purpose of this project is to create a cohesive provincial vision, set long-term objectives, and develop a lasting framework to support New Brunswick's research and innovation goals. A comprehensive New Brunswick Research & Innovation Strategy seeks to foster alignment among all sectors-academic, private, and public-by encouraging collaboration, optimizing resource allocation, and providing a clear framework for decision-making. This strategic approach allows the province to stay ahead of
emerging trends, adapt to global changes, and capitalize on new opportunities. By prioritizing and investing in research and innovation, New Brunswick can harness its unique strengths, attract and retain top talent, and create high-value jobs and companies that drive sustainable economic development.
3. SCOPE OF WORK
Respondents are expected to put forward proposals which fulfill the anticipated key requirements for this project, however, respondents recommending alternatives to the scope that provide a superior product are encouraged. Below is a summary of the anticipated scope of the project.
PHASE 1: Planning, Engagement, Discovery & Analysis
The first phase sets the foundation for the project:
a. Project Plan: In consultation with the Committee, develop a project management
framework, corresponding project plan and timelines, etc.
b. Engagement Plan: Working with Committee, and leveraging recent consultations, the consultant will prepare a formal stakeholder engagement plan and execute the plan.
c. Document Review: The consultant will review any pertinent materials such as previous consultations, strategies, reports, projections, plans and other documents considered relevant to the project.
d. Best Practices Review: The consultant will research and identify a number best-in-class research and innovation strategies and ecosystems in similar jurisdictions, key sectors, models, opportunities, disadvantages and gaps.
e. Analysis: The consultant will analyze both provided materials and relevant data sources to assess the current state and opportunities related to research and innovation within New Brunswick, including the assessment of provincial, Atlantic, national and international trends. This includes integration of DEI, ESG and other important principles, such as ensuring the inclusion and representation of equity-seeking groups, First Nations, language minorities, and other marginalized communities.

PHASE 2 - Strategic Vision, Objectives, Priorities & Framework:
The second phase of the project will produce a document intended for public dissemination:
a. Strategic Vision & Objectives: Develop a cohesive and compelling vision and clear and enduring long-term objectives that resonate with and inspire the research and innovation ecosystem.
b. Priorities: Identify and define immediate and emerging areas of focus in research and innovation within New Brunswick with specific goals and recommended tactics.
c. Framework: Create a durable framework for identifying, monitoring, and addressing current and future priorities in support and sustainment of the province's long-term research and innovation goals, including identifying macroeconomic indicators to measure the strategy's success.
