SLS FRTP FA 2025 18 - Target Cost Auditor Services - SLS & FRTP

The Province is seeking a Contractor to act as Target Cost Financial Auditor across two separate Projects:

    a) Surrey-Langley Skytrain (SLS) Project, for the Systems and Trackwork (SYS) Project Agreement (PA);
    b) Fraser River Tunnel (FRTP) Project

The Target Cost Financial Auditor will be required to undertake the following roles:
SLS SYSTEMS PROJECT AGREEMENT (SYS PA)

1. For SLS SYS PA, undertake an establishment audit and quarterly audits of Project Co’s hourly equipment rates and hourly rates for Project Staff and Project Co direct labour rates, to verify compliance.
2. For SLS SYS PA, undertake a verification audit, at each of Substantial Completion and Total Complication, to verify the final amount of Allocated Costs incurred to complete the Project Work and the calculation of any gainshare or painshare Payment, and verify that as it relates to the payment of the Contract Price, that Project Co has only been compensated for it’s initial fee, Allowed Costs incurred in accordance with the provisions of the SYS Project Agreement, the Fixed Fee and prepare and deliver to all parties, an audit report that describes the final verified amounts.
3. For SLS SYS PA, undertake any ad hoc audits as required by the Province on the Financial Records and other financial documentation in the possession or, or available to, Project Co which is required to be provided to or available to the Province in accordance with Project Co’s Project Agreement.

1. Undertake establishment audit during the DEWA stage of the Design-Builder’s hourly equipment rates and hourly rates for Project Staff, Project Co direct labour rates and material rates, to verify compliance as required by the Province.
2. During construction stage of the DBA, undertake a verification audit, at each of substantial completion and total completion, to verify the final amount of allocated costs incurred to complete the Project Work and the calculation of any gainshare or painshare payment, and verify that as it relates to the payment of the Contract Price, that Design-Builder has only been compensated for it’s allowed costs incurred in accordance with the provisions of the Design-Build Agreement (DBA), the Fixed Fee and prepare and deliver to all parties, an audit report that describes the final verified amounts.
3. undertake any ad hoc audits as required by the Province on the Financial Records and other financial documentation in the possession or, or available to, Design-Builder which is required to be provided to or available to the Province in accordance with DEWA and Design-Build Agreement.
