Description

The Regional District of Kootenay Boundary (RDKB) is located in BC’s southern interior and consists of five electoral areas (Area A, Area B-Lower Columbia-Old Glory, Area C/Christina Lake, D/Rural Grand Forks and E/West Boundary) and eight municipalities (Midway, Greenwood, Grand Forks, Rossland, Warfield, Trail, Montrose and Fruitvale). The RDKB encompasses 8,300 km2 and is home to over 32,000 residents.
The RDKB wishes to create an Interim Housing Needs Report using the new standardized Housing Needs Report (HNR) Method to fulfill its requirements as directed by the Province of BC.
The existing housing needs report was completed in November 2020 and predicted housing needs for the following five years. Given that the current report will expire in 2025 and the challenges in creating a report in 2020, this HNR is timely. The challenges included, but were not limited to:

Housing needs were based on 2016 census data, which was already four years out of date;
The study and consultation was conducted during the global pandemic which presented challenges for the consultants, who prepared the report, to visit the area in person and to conduct in-person meetings for public consultation;
Anecdotally we understand the population of our area was dynamic with individuals staying in resort communities longer than normal and may have also resulted in more permanent migration to our area; and
Spikes in the sale and cost of housing may have shifted renters out of homes that were sold.

While the RDKB does not have a Regional Growth Strategy, we have several Official Community Plans (OCPs) that cover Electoral Areas A, B/Lower Columbia-Old Glory, C/Christina Lake, and D/Rural Grand Forks in their entirety. Electoral Area E/West Boundary, the largest of our Electoral Areas, has OCPs for smaller defined areas including: the Controlled Recreation Areas for Mt. Baldy and Big White, Jewel Lake, and Rural Bridesville.
