The proposed contract requires the provision of approximately 100,000 cubic metres of full multi-phase timber development and 1,000 hectares of timber reconnaissance annually located across BCTS Kootenay operating areas in the northern portions of the Arrow and Cascadia Timber Supply Areas.
The contract will require a range of qualified professionals and technical staff working in various conditions including isolated areas. Forest development activities will include but are not limited to total resource plans, block planning, block/road layout, timber cruising, site plans, assessments (blocks, roads, bridges, terrain, windthrow, stream, wildlife, visuals, etc.) and timber sale package preparations.
Contract deliverables will be planned for completion throughout the fiscal year to meet the business area quarterly targets. Projects will be completed concurrently as per the approved work progress plan and schedules.

Note for prospective bidders, see new requirements below:
1. If the proponent indicates they are willing to establish an office within 50km of Nakusp within the first year of the contract, but no office has been established by the end of the first year the Option to Renew may not be exercised. See Request for Proposal Appendix B, Proposal Response Form, Section 7i.
2. Timber development phases will now be considered payment units and payment will be tied to the satisfactory completion of the phases identified in Schedule A. Please review the Schedule A, Schedule B and contract Appendix 3 Work Progress Plan.
3. Expectation is for most data to be entered directly into LRM, or uploaded within two weeks of field data collection. This includes (but not limited to) all GPS traverse data, map data, and SP information.
a) Block and road data (spatial & tabular) will be entered into LRM.
b) Maps will be created in LRM using the BCTS provincial map templates.
c) SP data will be entered into LRM. Final SP documents will be printed from LRM.

All contract related questions must be submitted in writing ONLY to the following email address: Forests.KootenayTimberSalesOffice@gov.bc.ca. Deadline for receiving questions is 12:00 pm on March 4, 2025. If questions are received, a Question & Answer document will be posted to BC Bid by March 5, 2025.
Proposals must be submitted in accordance with the terms and conditions specified in the tender package.
The lowest priced or any proposal will not necessarily be accepted.
Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022.
Supervisors and workers will need to be familiar with these changes prior to commencement of operations. Unverified bid results will not be posted to BC Bid and once awarded the contract award results will be available on BC Bid.
