ADVANCE CONTRACT AWARD NOTICE (ACAN)
An ACAN is a public notice indicating to the Supplier community that the City of Moncton intends to award a contract for goods, services or construction to a pre-identified Supplier. However, before awarding a contract, the City wishes to provide other Suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during a fifteen (15) calendar day posting period.
If other potential Suppliers submit a statement of capabilities during the fifteen (15) calendar day posting period that meets the requirements set out in the ACAN, the City of Moncton will proceed with a competitive bidding process amongst those Suppliers having responded to the ACAN who have clearly demonstrated that they are capable of satisfying all of the requirements specified in the ACAN notice, in order to award the contract.
ALL QUALIFIED ACAN SUPPLIERS WILL BE PROVIDED WITH DETAILED TECHNICAL SPECIFICATIONS BY THE CITY OF MONCTON IN ORDER TO PREPARE THEIR BID RESPONSE. THE CONTRACT SHALL BE AWARDED TO THE LOWEST BIDDER HAVING MET OR EXCEEDED ALL TECHNICAL SPECIFICATIONS AND REQUIREMENTS.
If no other Supplier submits a statement of capabilities meeting the requirements set out in the ACAN on or before the Closing Date, a contract will be awarded to the pre-selected supplier.
