Beaver Emergency Services Commission is soliciting Request for Proposal (RFP) for the supply and construction of a 50ft by 120ft Fire Station structure in the Village of Holden. Background: Beaver Emergency Services Commission is an independently managed and governed service commission enacted by Ministerial Order, providing Fire and Emergency Services to Beaver County and the Municipalities lying within its borders. The Village of Holden, with a population of 338, is one of those municipalities. The original fire hall built in the 70s, with an extension built on in the 90s, is no longer adequate for the larger apparatus required to service the village and surrounding area. There is also a desire to centralize some specialized equipment and move the BESC Head Office in to this facility to be more central to the Beaver Emergency Services Area and achieve a higher level of operational efficiency. The building will be built on a grade beam with a hydronic in slab heated floor, using 2x8 wood frame construction with metal exterior, interior and roof. There will be provision made within the electrical system design for on-roof solar installation in the near future, to meet the eligibility rules for grant funding. A 3” water spigot will be provided in the mechanical system design to allow for in-house apparatus refill. The administration and combined meeting and training area will be situated in the 30ft by 50ft second story area at the east end of the building and will be served by a separate H-Vac system to avoid the transmission of diesel smoke into those areas. There is a need to get the facility built with all necessary regulatory requirements needed to meet all building, fire, and safety codes under the specification as described by the design group, Tech Tree Engineering. It shall be understood that the Municipal partners of the BESC have limited resources, so the facility has been designed to deliver only what is needed. The awarded opportunity shall depend on the scope, quality, timeliness and financial viability of the proposals received. The awarded proponent shall be the prime contractor overseeing the entirety of the project. The building shell shall be insulated and heated by no later than Nov 1, 2025. Interior work may continue during winter 2025/2026 with a substantial completion date, subject to final inspection, on or before January 31, 2026. A document listing including; regulatory and trade qualifications, Workers Compensation, Construction and contractor’s liability Insurance and proof of a bond in the amount of the project cost, is required. Proof of a safety plan is required and shall be submitted at the request of BESC. Progress payments to be made and the scheduling timeline will be a consideration in the tender award process. All proposals will be treated as confidential and proprietary unless otherwise required under FOIP. • Participation in this RFP process confirms the proponent's acknowledgment and acceptance of these terms.
