Summary Details
The Supplier will complete wildfire risk reduction fuel treatments on behalf of the District. This work includes one required project site, FTU 20-2A West (50.0 ha), near Highway 40 (Princeton-Summerland Road) and McLennan Rd.

The RFP documents set out:

1. The details of the goods or services that the District is seeking, as further described in Section 2 - Deliverables;
2. The process for submission, evaluation and award of the Agreement;
3. The proposed terms and conditions of the Agreement; and
4. The forms which outline the information a Respondent should submit in their Proposal.

Submission of Proposals
To be considered, Proposals must be submitted via bids&tenders online bid submissions functionality in accordance with the instructions in the Opportunity document. Proposals must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Proposal is received on time.

There will be no public opening.

Requirements for Participation and Requirements to Request to Participate
Prior to the evaluation of Proposals, the District will review each Proposal to determine if it complies with the mandatory submission requirements provided in this Opportunity. Respondents whose Proposals were received on time and as instructed, but do not meet any of the other mandatory submission requirements, will be offered an opportunity to rectify their Proposals in accordance with Section 3.9. Mandatory Criteria
1A representative from the Proponent must have attended the Site Visit.
2The Proposal must be received before the Closing Date & Time, in accordance with the requirements of Section 3.1 – Opportunity Schedule
3The Proposal must be submitted in accordance with the requirements of Section 3.8 – Submission of Proposals
4The Proposal must include the following completed forms:

• Appendix B – Pricing Form
• Appendix C – Scored Criteria Form

The Supplier shall provide the District with proof of the following prior to beginning work on this project:

1. A Business License that allows the Supplier to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
2. WorkSafeBC Clearance Letter (or equivalent if the Supplier operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing, or the Supplier must provide proof of exempt status in the form of a status determination letter from WorkSafeBC. As the process to obtain a status determination letter may take some time, Respondents are urged to contact WorkSafeBC (or equivalent) immediately if they do not have WorkSafeBC coverage.
3. Commercial General Liability Insurance coverage with Fire Fighting Expense Endorsement as per the requirements detailed in Appendix A – Form of Agreement.
4. Automobile Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.

The District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen), the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement; however, this procurement is not expected to be within the scope of those agreements.
