he objective of this RFP is to select the most qualified Proponent for the delivery of the Project Deliverables. Background The Town of Coaldale is located in southern Alberta, approximately 11 kilometers east of the City of Lethbridge. The community has experienced sustained growth, with a population increase of 5.3% since 2016, and a 100% increase in business development since 2018. The Town is strategically positioned along three key transportation and economic corridors: Primary Highway 3, Secondary Highway 845, and the CPKC Railway. To support continued community and economic development, the Town is undertaking upgrades to two critical intersections along Highway 3, at 8th Street and 30th Street, and planning for future road corridor improvements. These needs have been identified through a combination of developer-driven traffic impact assessments and Town-led transportation studies. These transportation upgrades, in conjunction with recent and planned improvements to Highway 845 and the CPKC Railway corridor, are essential for enabling ongoing commercial, industrial, and residential development, while also improving service levels for existing users. Work by Others The Town anticipates that related subdivision and lot development projects will be completed concurrently and in close proximity to this Project, which may require coordination efforts by the successful Proponent. Additionally, the Town is undertaking several other miscellaneous projects throughout Coaldale; however, these projects are not expected to have any significant impact on this Project. Scope of Services and Deliverables (“Deliverables”) The successful Proponent must provide timely and comprehensive engineering consulting services, which may include, but are not limited to: • Design and drafting • Survey • Project Management • Geotechnical and material testing • Quality assurance • Stakeholder engagement • Regulatory approvals • Construction procurement • Construction administration • Commissioning • Record documentation and packaging Proponents must submit a structured proposal that directly corresponds to the Project Packages and Phases
