ONE DIESEL TANDEM TRUCK 6X4 TENDER CALL
The Grand Falls Regional Municipality is inviting all interested Tenderers to present an offer for the purchase of one new diesel tandem truck 6x4, complete with snow removal equipment, for the Operations Services Department.
Tender documents regarding this contract may be obtained at the reception desk of the Grand Falls Municipal Building, by e-mail at info@grandsault.ca or by calling 506-475-7777 ext. 1.
The latest revision and amendments of the Procurement Act, S.N.B. 2012, c. 20, the Goods and Services Regulation 2014-93 - Procurement Act, O.C.2014-273.
A Bid Bond, A certified cheque in the amount of 10% of the tender price, payable to the Grand Falls Regional Municipality, must accompany the tender. Tenders will have to be signed, and the name, address and phone number of the tenderer will also have to be indicated.

Sealed tenders indicating the name and address of the bidder on the envelope marked ONE DIESEL TANDEM TRUCK 6X4, TENDER CALL #07-15-2025(2) , will be received by the Grand Falls Regional Municipality on Tuesday, August 12, 2025, at the reception desk of the Grand Falls Municipal Building, by mail or e-mail until 2:00 p.m. (local time).

The lowest or any tender will not necessarily be accepted and tenders received after the specified closing time and date will not be accepted.

1.1 INVITATION
1. Proposal and Tender Call :
1. Proposal including an offer signed and under seal, executed and dated will be received by the Grand Falls Regional Municipality, located at 131 Pleasant Street, Grand Falls, NB, before 2:00 pm local time on Tuesday August 12, 2025.
2. Offers submitted after this date and time will be returned to Bidder unopened.
3. Proposal offers will be opened publicly, immediately after date/time for receipt of Tenders, or at a time as close to after the date/time for receipt of tenders.
4. Amendments to submitted proposal offer will be permitted if received in writing prior to tender closing and if endorsed by same party or parties who signed and sealed offer.
1.2 INTENT
1. Intent of this Tender call is to purchase from chosen tenderer one new diesel tandem truck 6x4, complete with snow removal equipment in accordance with these Tender Documents.
2. Vehicle must be new and built as per the attached specifications.
3. Supply vehicles as described in tender documents and specifications.
1.3 TENDERING PROCEDURE

1.4 DOCUMENTS IDENTIFICATION
1. Tender Documents are identified as Project number 20250812 as prepared by the Grand Falls Regional Municipality (Owner).
2. Identify Proposal Documents with name of Bidder and Tender closing date. List all documents by name and date with attachments to executed Tender Form.

2. Tender Documents are made available only for purpose of obtaining offers for this project. Their use does not confer license or grant for other purposes.
3. Upon receipt of Tender Documents verify that documents are complete. Immediately notify Owner upon finding discrepancies or omissions in Tender Documents.
4. It is the responsibility of all Bidders who obtain documents, to ensure that they
are properly listed / recorded as having received Tender documents. Please ensure when you obtain your Tender documents from the Operations Services

Department that your Company Name is properly registered in the Bidder's List.
5. Only those Tenders submitted by Company who have been listed on the Bidder's List, in accordance with paragraph 1.5.1.4, will be considered.
2. Queries/Addenda:

.2 Addenda may be issued during tendering period.
.1 Addenda become part of Contract Documents.
.2 Include costs in Tender Price.
.3 Addenda to the documents will be issued only to those listed in accordance with paragraph 1.5.1.4
.4 Verbal answers are only binding when confirmed by written addenda.
.5 All requests for additional information, clarifications or instructions concerning the Tender Call must be sent IN WRITING (facsimile, e-mail or letter) and received by the Grand Falls Regional Municiaplity no later than five (5) working days prior to the Public Tender opening. Requests shall be submitted to the individuals designated on the Tender Data Sheet. Copy of addendum will be forwarded to listed Bidders no later than three (3) working days before receipt of Bids.
.3 Product Options:
.1 When request to substitute is made, Owner may approve substitution and will issue an Addendum to known bidders.
.2 Where Tender Documents stipulate particular product, system or requirement, substitutions will be considered by Owner up to five (5) days before receipt of Bids.
.3 In submission of substitutions, include in Tender any changes required to Work to accommodate such substitutions. Later claim by Bidder for an addition to Contract Price because of changes in Work necessitated by use of substitutions will not be considered.
.4 Provide complete information on required revisions to accommodate each substitution, dollar amount of additions to or reductions from Tender Price, including revisions to other work.
.5 Unless substitutions are submitted in this manner and subsequently accepted, provide products as specified.
1.6 QUALIFICATIONS
.1 Qualifications of Bidders
.1 Persons or firms submitting Bids shall be actually and actively engaged in the lines of work required by the Specification and shall be able to refer to work of similar character performed by them. The Bidders shall be capable of demonstrating that they have the corporate and employee experience as well as the equipment required to complete the Work as required by the Drawings and Specifications including all schedule and safety requirements. This will be evaluated using the information
included in the Tender Form as well as information gathered through contacts and references during the Bid review stage.

1.7 TENDER SUBMISSION
.1 Tender Ineligibility:
.1 Tenders that are unsigned, improperly signed or sealed, conditional, illegible, obscure, contain erasures, alterations, or irregularities of any kind, shall be declared informal and rejected.
.2 Tender Forms and required enclosures which are improperly prepared shall be declared informal and rejected.
.3 Tenders that fail to include required security deposit or bond shall be declared informal and rejected.
.2 Submissions:
.1 Bidders shall be solely responsible for delivery of their Tenders in manner and time prescribed.
.2 Submit one (1) copy of an executed offer on Tender Forms provided, signed and with corporate seal in sealed opaque envelope, clearly identified with Bidder's name, project name and Owner's name on outside.
.3 Improperly completed information on Tender envelope shall be cause not to open Tender envelope and declare Tender informal.
.4 If a Bidder submits more than one (1) Bid, they must clearly identify each submission as follows: Option 1 and Option 2. All the different options need to be in separate envelope.
.5 A copy of the Bid deposit by e-mail is also accepted, but the complete original needs to be send by mail also, and must be dated by the post office, before 2:00
p.m. (local time) the date of the bid opening.
1.8 BID ENCLOSURES/ REQUIREMENTS
.1 Security Deposit:
.1 The Bidder shall submit a bid bond, or a certified cheque in lieu thereof upon submission of the Bid in the amount of 10% of the Bid Price, payable to the Grand Falls Regional Municipality.
.2 Security deposit will be returned after delivery to Owner of required Performance and Labour and Materials Payment Bond by accepted bidder.
.3 If no contract is awarded, security deposits will be returned.
.2 Vehicle Specifications:
.1 Include a detailed description and specifications of proposed bid vehicle.
.2 Indication of all deviation in specifications for vehicle requested must be clearly indicated.
.3 Include completed appendix A and appendix B.
.3 Tender Signing:
.1 Tender Form shall be signed under seal by Bidder.
.2 All addenda shall be signed and included in tender submission.

1.9 OFFER ACCEPTANCE/ REJECTION
.1 Duration of Offer:
.1 Tenders shall remain open to acceptance, and are irrevocable for a period of ninety
(90) days after Tender closing date.
.2 The Owner may give conditional award of Contract, i.e., conditional to approval of project funding. Under such conditional award of Contract, the successful Tender shall be binding for an additional 30 days.
.3 The contract will be awarded on condition that it is within the respective municipal budgets for the supply or purchases made in the name and on behalf of the Grand Falls Regional Municipality.
.4 Withdrawal of Tender means claim by Owner on Bid Bond or forfeiture of Bid security, or both, as damages for costs.
.5 Formal notification of award or rejection shall be done either by mail or fax or hand delivered.
.2 Acceptance of Offer:
.1 The lowest or any tender will not necessarily be accepted. The Owner reserves the right to accept or reject any or all offers.
.2 Tenders received after the specified closing time and date will not be accepted.
.3 After acceptance by Owner, Consultant will issue to successful Bidder written Tender acceptance.
.4 After Tender has been accepted, unsuccessful Bids will be returned to respective Bidders with submitted Bid securities and other requested enclosures.
.5 The failure of the successful Bidder to execute the Contract within fourteen (14) days' notice of Bid acceptance shall give the Owner the right to notify the bid bond surety of the Bidder's default and recover an amount equal to the value of the bid bond or certified cheque in lieu thereof.
.6 The bid bond or certified cheque in lieu thereof of any unsuccessful Bidders shall be returned within seven (7) days of execution of the Contract, together with any related enclosures.
1.10 LIMITATION OF LIABILITY AND WAIVER
.1 Each Bidder, by submitting a Bid, agrees that:
.1 Neither the Municipality nor any of its employees, agents, advisors, consultants, or representatives will be liable, under any circumstances, for any claim arising out of this tendering process, including, but not limited to, costs of preparation of the Bid, loss of profits, loss of opportunity, or for any other claim; and
.2 The Bidder waives any Claim for any compensation of any kind whatsoever, including claims for cost of preparation of the Bid, loss of profit or loss of opportunity by reason of the Municipality's decision to not accept the Bid submitted by the Bidder, to award a Contract to any other Bidder, to delay the award of a Contract in this tendering process, or to cancel this tendering process, and the Bidder shall be deemed to have agreed to waive such right or claim.
1.11 CONDITION OF AWARD
.1 As a condition of award, the successful bidder(s) agree(s) that other regional municipalities from the four Atlantic Provinces shall have the advantage of the price(s) accepted by the Grand Falls Regional Municipality of 180 days.
.2 This in no way commits these municipalities to accepting this RFQ but provides them with the opportunity to take advantage of the Grand Falls Regional Municipality pricing.
.3 The Grand Falls Regional Municipality is not responsible for payment for products supplied to other municipalities. The Supplier shall invoice the individual municipalities directly for any products supplied to them under this RFQ.
