The Municipal District of Smoky River No. 130 is looking to provide its residents with water pumping equipment similar to the equipment as is provided by the Province of Alberta Water Pumping Program. Council reserves the right to accept or decline any quote at its sole discretion. Quotes are to include all the equipment listed below.
1. Equipment Details:
· 265– 30 foot lengths of six (6) inch diameter aluminum water transfer pipe with interlocking cam-lock style (or similar) collars.
· 2 – 30 foot length of six (6) inch diameter aluminum or other non-collapsible water intake.
· 2 - Camlock style removable intake screen compliant with the Department of Fisheries and Oceans Code of Practice for fish-bearing water bodies. ( https://www.dfo-mpo.gc.ca/pnw-ppe/codes/screen-ecran-eng.html) Six-inch (Male or Female) cam-lock style (or similar) attachment at the end to fit into the intake of pumps.
· 4 each
o 90 Degree 6 inch Aluminum elbows with interlocking cam-lock style (or similar) collars
o 45 Degree 6 inch Aluminum elbows with interlocking cam-lock style (or similar) collars
· Two Highway rated trailers with rack as per specifications attached to hold the weight of the pipe. 1 trailer with 176 lengths (1 mile) and one with 89 Lengths (1/2 mile). Trailers to be a Tri-axle bumper tow trailer equipped with:
o Electric brakes
o Pipe tie downs
o Hitch height adjustable hitch – include pintle and dual tongue one-inch pin hitch
o Trailer cord end: 7-way heavy duty (commercial/agriculture) o Expanded metal basket with lockable lid on front of trailer to house aluminum elbows.
· 1 – Towable, electric start, Diesel-powered trash pump capable of providing a minimum of 2 Cubic Meters per minute flow rate at 1 mile with a lift of 30 feet of head.
o Vacuum assist priming
o 100 gal fuel tank o Must be equipped with highway rated tires and operational lights with a 4-pin trailer connector. Should Council decide to enter into a purchase agreement the following apply.
· Delivery Requirements: Delivery on or before 12:00 Noon, September 19, 2025. Delivery shall be to F.O.B. to 701 Main Street, Falher, Alberta.
· Payment Terms: Cheque will be mailed or couriered within two (2) weeks following satisfactory delivery.
2. Evaluation/Scoring Process: Evaluation Criteria Weight (%) Description Price 50% Total cost of the proposed solution, including any applicable fees or taxes.
Warranty & Customer Support 30% Quality and duration of warranty, responsiveness, and availability of support services.
Delivery Timeliness 20% Ability to meet required delivery timelines, including lead times and scheduling flexibility.
Review Process · Quotations will be independently reviewed and scored by three senior-level staff members.
· All submitted quotations will be opened at 1:05 p.m. MST on August 12, 2025.
3. Legal and Administrative Information: After scoring, the quotations will be summarized and presented to Council for final decision to accept or reject the recommended quotation.
· Submission Requirements: One (1) paper copy or one (1) PDF file via email.
· Timeline: RFQ is open until 12:00 Noon MST August 12, 2025.
