GENERAL INFORMATION
Invitation
Lethbridge County, (hereafter referred to as “The County” or “County”), is requesting proposals from qualified contractors to crush and stockpile 300,000 tonnes of aggregate at the Rakus South Pit, located at SE 23-12-20-W4M, adjacent to Highway 845. The work may commence following the contract award and must be completed no later than February 26, 2026.
Project Background
This project is a key part of the County’s ongoing efforts to ensure the timely and cost-effective delivery of infrastructure and maintenance initiatives. The aggregate produced through this contract will directly support various County-led projects, including road gravelling, road construction, and other public works undertakings throughout the County.
The County intends to produce a total of 300,000 tonnes of crushed aggregate, to be processed and stockpiled on site. The selected contractor will be expected to mobilize equipment and commence operations following the contract award. The crushing and stockpiling work must be completed no later than February 26, 2026, to align with the County’s 2026 seasonal planning and operational needs.
Through this RFP, the County aims to secure a contractor who can deliver high-quality material production services with a strong emphasis on efficiency, reliability, and adherence to safety and environmental standards.
Scope of Services
All work shall be carried out in accordance with the Alberta Transportation Standard Specifications for Highway Construction, Edition 16-2019, Section 3.2 – Aggregate Production and Stockpiling, specifically for Designation 4 Class 25 Gravel Surfacing Aggregate. For the purposes of this contract:
• “Alberta Transportation” shall be interpreted as Lethbridge County, and
• “Engineer” or “Consultant” shall mean the Manager of Technical Services or designate.
Material Requirements
Aggregate must consist of hard, sound, durable particles of sand, gravel, and rock, and must be free from:
• Elongated or flaky particles
• Soft shales
• Clay lumps
• Organic material or other deleterious substances
• Material must comply with Table 3.2.3.1 of the specification and be adjusted or modified by the Contractor as necessary to meet these standards.
Testing and Quality Control
In all sources, quality control is the responsibility of the Contractor, and all testing must conform to Alberta Transportation Standard Specifications for Highway Construction, Edition 16-2019, Section 3.2 – Aggregate Production and Stockpiling, 3.2.3.2 Quality Control.
The Contractor shall use Professional Engineering services and a qualified testing laboratory licensed to practice in the Province of Alberta to assess and where necessary, modify the aggregate materials being produced to ensure their end use meets all specification requirements. The
Contractor shall provide and maintain equipment and qualified personnel to perform all field testing necessary to determine and monitor the characteristics of the materials produced
A certificate of analysis shall be provided for every 3,000 tonnes of aggregate produced, or once daily, whichever is more frequent.
Lethbridge County may inspect the aggregate production process and test and monitor the quality of the material being produced by the Contractor at any time and as often as he deems necessary. Such inspection or testing shall not in any way relieve the Contractor of the responsibility for producing aggregates that meet the Specifications in all respects.
Payment
Selected Proponent will be compensated for their services on a monthly basis, or upon completion of the project.
The Proponent will determine the payable quantity by measuring the material containing the aggregate that has been incorporated into the accepted work. If a discrepancy in quantity amounts exists, a third party will be hired by the County for further verification.
When required, a conversion factor of 1 m³ = 1.632 tonne will be used.
In alignment with Alberta Transportation Standard Specifications for Highway Construction, Edition 16-2019, Section 3.2 – Aggregate Production and Stockpiling, 3.2.4.3 Surplus Crushing Aggregates, no payment will be made for the following: material rejected by the County or that does not meet applicable specifications; the natural fines portion of a split aggregate; rejected fines; and reject oversize aggregate
Mandatory Qualifications
To be considered for evaluation, all proponents must demonstrate compliance with the following mandatory qualifications. Failure to meet any of these requirements will result in the disqualification of the proposal without further review. Proponents must provide appropriate documentation or references confirming their ability to meet each of the listed qualifications as part of their submission.
1. Certificate of Recognition (COR) in Safety Proponents must hold a valid Certificate of Recognition (COR) or be actively pursuing certification through a certifying partner recognized under Alberta’s COR program. Proof of certification or enrollment is required.
2. Professional Engineering Oversight & Qualified Laboratory Testing Proponents must engage the services of a licensed professional engineer and an accredited materials testing laboratory registered in the Province of Alberta. These services must be used to monitor and verify compliance with Alberta Transportation Specification 3.2, with quality control testing conducted every 3,000 tonnes or daily, whichever occurs more frequently.
3. Compliance with Alberta Transportation Specification 3.2 Proponents must be capable of producing and stockpiling aggregate in accordance with Alberta Transportation’s Standard Specifications for Highway Construction, Edition 15-2013, Section 3.2, specifically Designation 4 Class 25 Gravel Surfacing Aggregate.
4. Prime Contractor Responsibility under Alberta OH&S Act Proponents must agree to assume the role of “Prime Contractor” as defined in Section 3(1) of Alberta’s Occupational Health and Safety Act. This includes responsibility for implementing and monitoring a health and safety system that ensures compliance with applicable legislation and site safety performance.
5. Relevant Project Experience Proponents must demonstrate successful completion of projects involving the crushing and stockpiling of high-volume aggregate (e.g., 300,000 tonnes) under Alberta Transportation or equivalent standards within the last five years.
6. Insurance Requirements Proponents must carry the minimum levels of insurance outlined under General Insurance Requirements and provide valid proof of coverage.
RFP Evaluation and Scoring
Proposals that meet all Mandatory Qualifications will be evaluated and scored based on the following criteria:
Compliance with Specifications (20%): A description of the proposed service to be provided to The County.
Project Experience (10%): A history of the proponent’s relevant experience providing the proposed product. Include at least two references that have received the same service within the last three years.
Delivery Timeframe (10%): Provide a timeframe for completion of the requested product.
Price (60%): The proposed total fee for supplying such product to The County including taxes and disbursements.
Each category will be scored on a scale of 1 to 10:
• 9–10: Significantly exceeds requirements with clear added value
• 7–8: Exceeds requirements in some aspects
• 5–6: Meets basic requirement
• 1–4: Below expectations or unclear understanding
The County reserves the right to:
• Verify references and performance on previous contracts
• Consider past experience with the proponent, including in other jurisdictions
• Conduct interviews or request clarification if needed
• Award the contract in the best interest of Lethbridge County, not necessarily to the lowest-priced proposal
