NOI 22962 - Supply of Distribution Temperature Sensing System

British Columbia Hydro and Power Authority (“BC Hydro”) requires a Distributed Temperature Monitoring system (“DTS System”) with spatial resolution of 1m, high temperature accuracy ± 0.5°C, and a reliable self-contained computer-controlled system to safely and reliably maximize the utilization of its transmission underground cable assets and minimize or avoid thermally overloading the cable circuit. BC Hydro has adopted this technology on several transmission land and submarine cable systems since 1992. These high-current carrying high voltage power cables are likely to be placed in different soil environments and possibly alongside other relatively loaded transmission underground cable circuits, cross potential heat sources such as steam pipes, and other distribution underground cable assets along its route that will influence its thermal performance. The DTS System should be robust and capable of operating accurately, reliably, and consistently. The DTS System proposed to be initially deployed in BC Hydro substation’s control room (example at Horsey Substation in Downtown Victoria) but should be easily re-deployable elsewhere on the BC Hydro system as needed.

Proposed Contract Award
Notice is hereby given by BC Hydro and Power Authority (BC Hydro) of its intent to direct award a blanket contract to OptaSense Canada Ltd. (“OpstaSense”) to provide the required DTS system (including accessories) for monitoring the new cable system from BC Hydro’s Horsey to Esquimalt substations and, on an as needed basis at BC Hydro’s discretion, for other project locations over a term of 3 years, subject to successful completion of technical and commercial negotiations.
