RFP 24-0041 - Wastewater Flow Monitoring & Autosampling Services - RFP 25-0041

The City of Prince Rupert, is seeking proposals from qualified proponents in response to this Request for Proposals for the provision of services related to the installation, data monitoring, and maintenance of temporary influent wastewater flow monitoring and refrigerated autosampling equipment at a small wastewater treatment system (Industrial Park Sanitary Sewer Treatment Facility), located at 151 Mish-Aw Road, Prince Rupert BC for a period of one year.

The City is seeking a specialist contractor to evaluate the existing facility and install and maintain temporary influent wastewater flow monitoring equipment and a refrigerated autosampler. The specialist contractor will also be responsible for collection of flow monitoring data and reporting. The City also requests the option to purchase the flow monitoring instrumentation and refrigerated autosampler, at the completion of services. The City will negotiate a separate agreement for the handling and analysis of the collected wastewater samples.

Scope of Services
To obtain representative samples and flow measurement, the samples collection and flow monitoring must occur at the inlet of the treatment facility where influent is well-mixed. Furthermore, the selected location should be at a location where flow is consistent and not influenced by temporary variations or localized disturbances (e.g. areas prone to blockages).
From a review of the treatment facility, two locations were identified as potential areas for sample collection and flow monitoring.
i.Composite wastewater sample collection from the treatment system splitter box, upstream of the treatment systems.
ii.Flow monitoring within manholes upstream of the treatment facility.
A site plan is provided in Figure 1 of Appendix A.
The successful Proponent will be responsible for the following services (collectively, the “Services”) for a period of 1-year:

Site Investigation
i.Conduct an on-site assessment to determine installation methodology for manhole flow measurement equipment

Installation of Flow Monitoring and Autosampling Equipment
i.Install flow measurement equipment and instrumentation within identified manholes
ii.Install refrigerate autosampling equipment. City to make provisions for supply of 110V/1-Ph power.
a)Autosampler to collect flow-weighted composite samples on a user-programmable basis. The City anticipates samples to be collected twice per week. Exact dates to be adjusted on a week-to-week basis.
b)Approximate volume required for analysis is approximately 5 Litres.
iii.Provide all means for confined space access and rescue for the installation period

Continuous Reporting
i.Provides flow measurement data
a)Continuous flow measurement data in 5-minute intervals
b)Maximum Flow
c)Minimum Flow
d)Average Flow
e)Totalized daily flow

Periodic Maintenance
i.Provide periodic and on-call maintenance of equipment as required to maintain operation

ii.Remove refrigerate autosampling equipment. City to make provisions for supply of 110V/1-Ph power
iii.Provide all means for confined space access and rescue for the removal period
iv.City reserves the right to purchase flow measurement equipment, instrumentation, and refrigerated autosampler at the completion of work

Schedule

Services associated with this Project are anticipated to commence at the beginning of the 2026 calendar year, ±2 months at the discretion of the City. The duration of the Project will be approximately 12 months. The final schedule will be confirmed in coordination with the selected Proponent, and should reflect the City's operational needs and seasonal considerations.

Closing Date and Location
Proposals must be received by 2:00 PM (PDT) on October 16, 2025, and must be sent addressed and delivered to the City through the BC Bid online platform.
The time for Closing will be conclusively deemed to be the time stamp applied by the online submission system.
