The County seeks to establish a strategic partnership with a consulting firm capable of meeting its strategic needs, enhancing operational efficiency, optimizing control designs, and supporting the County’s control environment. Qualified firms are invited to submit proposals for the establishment of a comprehensive Internal Controls Program. The selected firm will be responsible for establishing the County’s Internal Controls Program with coordination and support of county’s staff. The firm must provide detailed information on applicable frameworks, standards and industry best practices to develop a comprehensive internal controls program encompassing internal controls over financial reporting, fraud risk management framework, and control self-assessment. Core consulting responsibilities include establishing the framework in compliance with Committee of Sponsoring Organizations of the Treadway Commission (COSO) Internal Controls framework, COSO or Association of Certified Fraud Examiners (ACFE) fraud risk management guidelines and Control self – assessments under the guidelines of Institute of Internal Auditors (IIA).
