Description

The Resort Municipality of Whistler (RMOW) seeks Proposals from qualified Proponents to develop the comprehensive “Whistler Municipal Lands Strategy” (the “Strategy”). The project will be managed by the RMOW’s Planner, with support from the Manager of Planning – Projects (RMOW Project Team). The purpose of this document is to provide sufficient background and scope of information to receive detailed proposals and pricing information for evaluation.

The Strategy will provide clear and actionable direction for the management, development, and disposition of municipally owned lands. The Strategy will serve as a practical, forward-looking framework to guide Council and staff in making transparent, consistent, and strategic land decisions that advance community objectives, financial sustainability, and Council’s strategic priorities.

Building on existing resources, including the Municipal Land Inventory and the Complete Community Project, the Strategy will identify opportunities to strategically leverage public lands to support housing supply, community amenities, and broader complete community outcomes, while ensuring decisions are fiscally responsible and aligned with long-term planning goals. The RMOW has already completed a comprehensive inventory of municipally owned lands and a Complete Community Project Review that identifies current and future housing and community amenity needs and gaps.
