 SERVICES REQUIRED
 
 EM/ANB is seeking proposals from qualified consultants to lead the development of its refreshed three-year Strategic Plan (2026-2029).
 
 The selected consultant will conduct a comprehensive internal and external environmental scan, engage key stakeholders, regulatory bodies, and professional associations, facilitate strategy sessions, and prepare a clear, actionable, and measurable strategic plan aligned with EM/ANB's mission, vision, and evolving role within the provincial health system.
 
 The project will take place January-March 2026, culminating in a Board-approved strategic plan ready for implementation in April 2026.
 
 SCOPE OF WORK
 
 The Consultant will lead and coordinate all aspects of developing EM/ANB Inc.'s Strategic Plan for April 2026 - March 2029, including:
 
 1. Review and Analysis
 o Review EM/ANB's current 2022-2025 Strategic Plan, mission, vision, and values.
 o Assess the ongoing relevance of current strategic directions:
 o Prioritize and strengthen core service offerings
 o Improve access to care in the community
 o Increase EM/ANB's role as a strong healthcare partner
 o Enhance employee experience
 o Strengthen digital health assets and technology solutions
 o Analyze internal operations and performance data alongside system-level trends and reforms.
 
 2. Strategic Planning
 o Evaluate the relevance of each strategic direction within the context of emerging provincial health priorities, healthcare ecosystem, organizational mandates, and stakeholder expectations.
 o Update strategic objectives and initiatives to reflect future needs, operational realities, and system-level reforms.
 o Develop draft strategic priorities and measurable objectives for 2026-2029.
 o Deliver a final strategic plan aligned with EM/ANB's mandate, performance framework, and Board governance structure.
 o Propose a strategic cascade plan for internal and external communication and implementation.
 
 3. Environmental Scan
 o Conduct a comprehensive internal and external environmental scan informed by operational data, stakeholder input, and broader system analyses (provincial, regional, and national).
 o Integrate insights from related strategies, such as those from the Department of Health, Horizon and Vitalit Health Networks, and MHS.
 
 4. Governance and Alignment
 o Ensure the strategy aligns with EM/ANB's accountability framework, Accreditation Canada Government standards, and legislative obligations as a Part III entity.
