In issuing this Request for Proposal (RFP), EM/ANB Inc., The Corporation, is requesting
proposals for the provision of a Paramedic Services Review as further described in the RFP Particulars (Appendix E) (the "Deliverables").
EM/ANB Inc. is facing many challenges regarding the health of New Brunswickers and will
continue over the next decade. The challenge for ANB, while meeting the needs of Department of Health and patients in New Brunswick, is to revisit their role in the provision of patient care.

Page 6 Emergency Medical Services (EMS) has and continues to evolve from the model of sending two practitioners in an ambulance to care for and transport to the local emergency department. ANB patient interaction is no longer restricted to simply a 911 call, the response and the patient transport to a hospital. Currently, multidisciplinary teams, including paramedics, nurses, emergency medical dispatchers, and emergency medical technicians, provide vital healthcare
services to New Brunswick.
EM/ANB Inc. is seeking a qualified proponent with knowledge of Emergency Medical Services
system design, best practices, standard of clinical excellence and costing for base service delivery to work with ANB and stakeholders to provide a complete system design review of the
current EMS model. The successful proponent will be required to provide an evaluation of the
current model and provide recommendations for the most efficient, effective and sustainable
EMS System in New Brunswick for the next ten to fifteen years. Consideration should be given
to health system implications and the financial impact of various models and programs for the
province.
By submitting a proposal in response to this RFP, a Proponent irrevocably undertake and
agrees that if successful, and following execution of an agreement with EM/ANB Inc, it will
make the specified goods and/or services available to any public sector entity eligible to
participate in this procurement process upon request by a public sector entity seeking access to those goods and/or services, provided however, that the Proponent's obligation to allow
participation by other public sector entities does not extend to circumstances in which the
Proponent would have to make capital or operational expenditures specifically in order to
accommodate subsequent requests for goods or services by public sector entities.
The Proponent may only provide the goods and services specified under this RFP to additional entities by entering into a separate contract with the new entity ("Additional Contract"). The
Proponent acknowledges and agrees that EM/ANB Inc will not be a party to any Additional Contract, nor will EM/ANB Inc be liable in any respect for any obligation under, or act or
omission by a party to, an Additional Contract.
For the purposes of this section, a public sector entity means any provincial government or
provincially funded entity in Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland and Labrador, including municipalities, universities, community colleges, school
boards, health authorities, housing authorities, agencies, boards, commissions, and crown
corporations. Further, any agreement the successful proponent enters into with any eligible
public sector entity shall be on the same terms and conditions, including pricing, and expiry
date, contained in the agreement it enters into for the same goods and /or services with
EM/ANB Inc here under.
