221969 - Indigenous Reconciliation Glove Program

Notice is hereby given that Provincial Health Services Authority (“PHSA”), on behalf of the Interior Health (the “IHA”) and Northern Health Authority (“NHA”), intends to directly award a Contract for a term of one (1) year starting from June 1, 2029 with an optional ability to extend for up to four (4) additional years at an annual estimated value of $5.44M to the following supplier in support of the Indigenous reconciliation glove program.

In accordance with applicable trade agreements, PHSA has chosen not to proceed with a competitive process for the following reasons:
 the goods and services can be supplied only by the selected supplier and no alternative or substitute exists due to an absence of competition for technical reasons (ref.: Canadian Free Trade Agreement (“CFTA”) Article 513(1)(b)(iii));
 only the selected supplier is able to meet the requirements of the procurement (ref.: New West Partnership Agreement (“NWPTA”), Part V.C.2(g)); and
 the procurement is a measure relating to Aboriginal peoples (ref.: CFTA, Article 800; NWPTA, Part V.A.1.a).
 promotes the Province’s support of the Declaration on the Rights of First Nations Peoples Act (DRIPA) and PHSA’s commitment to Truth and

Reconciliation.
Rationale: MSS is the exclusive provider of the Indigenous reconciliation glove program. A portion of the proceeds received under this Contract will be issued to support Indigenous communities in these two health authorities.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Sherri Lee by email before 2:00pm Pacific Time, December 2, 2025.
