NTV 23698 - Contaminated Site Remediation and Spill Response Services Pre RFP Release Notice

BC Hydro is one of the largest electric utilities in Canada. We generate and provide electricity to 95 per cent of British Columbia's population and serve over four million people. The system includes 35 hydroelectric facilities, 300 substations and over 79,000 kilometers of transmission and distribution lines. The electricity generated and transmitted to our customers throughout the province has consistently powered B.C.’s economy and quality of life. It is our mission to safely provide our customers with reliable, affordable, clean electricity throughout B.C. BC Hydro anitipcates issuing a Request for Proposal (RFP) in mid-late January 2026 for the procurement of Contaminated Site Remediation and Spill Response Services across the Province of British Columbia. Consistently delivering efficient, effective and reliable services is critical to supporting our mission of delivering clean, affordable power while protecting the environment and public safety. The scope of the anticipated RFP covers Contaminated Site Remediation and Spill Response Services. Both require end-to-end delivery, including the safe handling, transportation, and disposal of contaminated waste at facilities authorized by the Ministry of Environment. The services will be required through out the province of British Columbia on an as needed basis within four Service Regions that include the—Lower Mainland, Vancouver Island, South Interior, and Northern Interior ( Refer to Appendix A – Service Regions for additional detials). Through the RFP, Suppliers may propose for Contaminated site remediation or Spill response or both in any of of the Service Regions. BC Hydro anticipates entering into contracts with approximately four (4) to six (6) suppliers. The final number of suppliers awarded contracts under this RFP will be determined at BC Hydro’s discretion depending on the number and quality of the proposals received. The contracts are expected to have an initial term of five years with options to extend by up to five years, in any combination for a total of up to ten years. Our preferred suppliers are expected to have the experience and expertise to deliver operational excellence at the onset of any contract and through out the duration, be responsive within established timelines and provide cost-effective and efficient delivery.
