This direct award is made in accordance with the New West Partnership Trade Agreement and the Canadian Free Trade Agreement. Under these agreements, exceptions to a competitive procurement are permitted when:
a. Procurements from a public body or a non-profit organization. (NWTPA)
b. Health services or social services. (NWTPA, CFTA)
