The OCRC invites proponents to submit proposals for a Third Party Logistics (3PL) Independent Advisor (“Advisor”) to assess OCS’s current operating state, develop a fair cost and evaluation framework, and translate findings into a practical go‑to‑market and procurement package, while providing support as required through evaluation, selection, and negotiation planning to ensure continuity, efficiency, and demonstrable value.
