- 13-22111 (A) An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre identified contractor.

If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met.

Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract. Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract. The National Research Council wishes to award a sole source contract to CIMMYT an International Maize and Wheat Improvement Center. The project is to evaluate disease resistance of durum wheat populations segregating for qualitative and quantitative resistance against highly-virulent races of stripe and leaf rust, including Puccinia tricicina race group BBG/BP, under field conditions for the National Research Council Canada, Saskatoon SK.

A report detailing results from rust reactions, samples for genotyping and seeds from selected materials to be delivered annually, by July and December, in each of 2014-2019. CIMMYT, based in Mexico, is involved the discovering and developing resistance to rust threats locally and around the world. They possess unique materials (germplasm) with different resistant specificities to the most virulent races of leaf and stripe rust. Specifically required for the completion of the ADF project are 10 bi-parental mapping populations of durum wheat (Triticum turgidum var. durum) segregating for multiple race-specific qualitative resistance specificities, and 2 bi-parental mapping populations of durum wheat segregating for multiple adult, non-race-specific quantitative resistance genes effective against leaf rust and stripe rust and lacking qualitative race-specific resistance genes, disease resistance. CIMMYT operate large-scale disease nurseries in environments where these virulent races thrive. They possess unique experience in assessing disease resistance to these threatening races of rust in durum wheat. Furthermore, their climate enables execution of field trials throughout the year, providing 3 cycles of evaluation annually. This high frequency of testing is required to deliver the project on time and on spec. Specifically required is executioin field trials artificially inoculated with rust isolates highly virulent on Canadian durum wheat (including P. tricicina race group BBG/BP) and under conditions highly favorable to the development of rust disease on durum wheat. To keep to the schedule of the proposed research activity, two annual cycles of field testing is required for leaf rust reaction. Field tests are required for five seasons. In addition to trials on the germplasm provided by CIMMYT, field trials are to be executed on material provided by CWA partners, including bi-parental mapping populations, a nested-association mapping panel, and selected breeding lines.
