MANDATORY CRITERIA The mandatory criteria stated in special instructions to bidders SI12 Mandatory Criteria will be taken into consideration when each tender is evaluated.
The requested documents must be provided with your tender before the closing date.
If they are not, your tender will be rejected.
The bidder must provide two (2) client references for construction or rehabilitation in the maritime field projects.
The bidder shall, upon request, provide proof of completion for these projects (minimally an Interim Certificate of Completion).
Failure to comply with the request of the Contracting Authority for additional information will render the bid non-responsive.
The two (2) letters of reference, the text of which is provided in Appendix "3" must be completed and signed by an authorized client representative and annexed to the bidder's submission for bid No EE517-140700.
Only originals will be accepted.
Projects submitted by the Bidder shall comply to the following requirements:
1. Projects executed for a governmental, para-governmental, institutional, commercial or
industrial client ; 2. Projects which had an initial value of at least 5 million dollars per project (any tax
excluded) ; 3. Projects completed within the last ten (10) years (prior to publication of the present bid) ;
A BID THAT WILL NOT BE SUBMITTED ALONG WITH THE LETTERS WILL BE REJECTED.
COMPLIANCE WITH THE INFORMATION BIDDERS PROVIDE TO CANADA IS SUBJECT TO VERIFICATION BY CANADA DURING THE BID EVALUATION PERIOD (BEFORE AWARD OF A CONTRACT).
THE BID WILL BE DECLARED NON-RESPONSIVE IF THE INFORMATION MADE BY THE BIDDER IS UNTRUE, WHETHER MADE KNOWINGLY OR UNKNOWINGLY.
ALSO, COMPANIES THAT WILL SUBMIT A NEGATIVE EVALUATION IN WRITING OR UPON VERIFICATION BY PWGSC WILL ALSO BE REJECTED.
Project Summary Works covered by the present contract are mainly consisting of : · The excavation and management of all material, contaminated or not, including an excavation zone for archaeological purposes; · Miscellaneous demolition works; · The installation of a new steel pipe pile/steel sheet pile wall; · Underwater excavation works along the face of the new steel pipe pile/steel sheet pile wall; · Underwater backfilling works along the face of the new steel pipe pile/steel sheet pile wall; · The construction of concrete anchor blocks and steel tie-rods for anchorage of the new steel pipe pile/steel sheet pile wall; · The construction of a concrete copewall
on top of the new steel pipe pile/steel sheet pile wall; · The installation of steel bollards on concrete copewall; · The construction of concrete anchor blocks and steel tie-rods for anchorage of the steel bollards; · The installation of fender reinforcement consisting of cast in place concrete poured between a steel plate and the steel sheet piles of the steel pipe pile/steel sheet pile wall; · The installation of cylindrical rubber fenders; · The installation of ladders on the face of the new steel pipe pile/steel sheet pile wall; · The construction of concrete beam supported by steel pipe piles for the support of a mobile crane; · The construction of a thick concrete slab for the support of a mobile crane;
· The construction of 200 mm to 250 mm thick concrete slabs depending on the sector; · The paving of a layer of asphalt; · The construction of a concrete drainage trench with a ductile cast-iron grill;
· The installation a rain water treatment system consisting of PVC tubes, a concrete manhole and a water treatment system with aluminum swirl chamber; · The installation of PVC tubes and steel elements for a future installation of a cathodic protection system.
Optional Site Visit There will be a site visit on August 13, 2013 at 2:00 PM.
Interested bidders are to meet at Quai de la Reine in the Quebec Port, 101 Champlain Blvd, Quebec.
Bidders who, for any reason, cannot attend at the specified date and time, they will not have an alternative appointment to view the site.
NO EXCEPTIONS WILL BE MADE.
Mandatory criteria at closing date - The Bidder shall enclose bid security with its bid. - The bidder must provide two (2) client references.
Mandatory criteria prior to contract award - The contract includes requirements for security
-Code of Conduct Certifications - Consent to a Criminal Record Verification: Bidders must provide with their bid or promptly thereafter a complete list of names of all individuals who are currently directors of the Bidder.
If the required names have not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information.
Failure to comply will render the bid non-responsive.
Canada may, at any time, request that a Bidder provide properly completed and signed consent forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals aforementioned within the time specified.
Failure to provide such consent forms within the time period provided will result in the bid being declared non-responsive.
Period of work The project targets are the following: .1 Mobilization on site must be completed 15 work days after awarding of contract at the latest. .2 Steel pipe pile/steel sheet pile installation, demolition and excavation, steel pipe pile/steel sheet pile combination wall anchorage, bollard anchorage, backfilling to infrastructure level, underwater backfilling, copewall and bollard works must be completed for December 20, 2013 at the latest. .3 All other works must not start before April 21, 2014 and must be completed for July 25, 2014 including demobilization and final cleaning.
**Budget** The project estimate is between 1 000 001 $ and 5 000 000 $.
