PRELIMINARY PROJECT NOTICE
Reconstruction of the Voltigeurs de
Québec Armoury (Grande Allée)

Bidders must respect the conditions described in the invitation to tender when it is published. ***
1. PURPOSE OF NOTICE
Inform industry of the requirements for the reconstruction of the Voltigeurs de Québec Armoury (Grande Allée)
and announce that an information session will be held considering the complexity of the work to be executed and the particular heritage requirements.
2. INFORMATION SESSION
An information session will be held at 1550 D'Estimauville Avenue, Quebec City, Quebec, G1J 0C7, on December 2, 2014. The session will be held at 9:00 am EST in the multipurpose room (2nd Floor). The contents of the preliminary project notice will be covered at the information session.
Potentials bidders are asked to confirm their attendance by sending an email to francois.thellend@tpsgc-pwgsc.gc.ca by December 1, 2014 and to provide a list of people (name, title and company) who will attend the information session.
3. SUMMARY OF WORK
The Armoury will be rebuilt based on the design of a multifunctional building that will contain government offices, a multipurpose room for community, cultural and social activities, and an area that will be used to commemorate the history of the Armoury and the Voltigeurs Regiment. The restored Armoury will be able to stage events attended by up to 1,300 people (in reception mode) and will also be available for temporary rental by organizations and the private sector. These spaces will also be used by various Government of Canada agencies.
The chosen design adheres to current standards and optimizes the facilities, making them more useful to both the government and the community. The entire central space of the building will be used to house a 2,000 rentable square metre multipurpose room, in addition to an immense lobby overlooking the Plains of Abraham, a commemorative hall, common use facilities and secondary spaces such as cloakrooms, kitchen/catering area, public washrooms and utility rooms.
Users will be able to divide the multipurpose room in two to suit their needs. The entire building covers an area of 10,000 rentable square metres, or about 13,000 square metres of gross floor space, calculated according to the standards of the Canadian Institute of Quantity Surveyors. The buildings on either side of the multipurpose room will be used as administrative office space for the government. An above-ground parking lot will be built behind the Armoury.

3.2 PRINCIPAL PROJECT SPECIFICS
In spite of the damage caused by the fire, the Armoury retains some elements of its original architecture and most of the features that make this building a perfect example of the château style.
Its influence on the style of a number of subsequent major Canadian buildings led to the Armoury, including the parade ground (Place George V) located between the building and Grande Allée to the north, being designated a "national historic site of Canada" on the recommendation of the Historic Sites and Monuments Board of Canada.
The building was also "classified" on the recommendation of the Federal Heritage Building Review Office, meaning that it obtained the highest heritage designation that can be granted to a federal building by the Minister of the Environment.
The architectural design selected for the reconstruction promotes heritage preservation and respect for the Armoury's architectural integrity and is inspired by sketches by the architect of the original building. Elements of the original Armoury that were not destroyed in the fire will be preserved and incorporated into the new building.
The Armoury will have the same outward appearance as before the fire, particularly the facade (seen from Place George V and Grande Allée). From the rear (seen from the Plains side), the pre-fire Armoury will be recognizable by its copper roof. The stone walls, turrets and the east wing, including fenestration, will be among the elements restored to resemble the building as it was before. Consideration will also be given to the richness of the exterior elevations, marked by a strongly detailed stone base, the asymmetrical arrangement of turrets and buttresses, elaborate gable pediments and steeply pitched copper roofs decorated with ventilators and ridge cresting.
The remediation and restoration of the Armoury will reflect the government's determination to reduce its environmental footprint and will be in accordance with the standards of the Federal Sustainable Development Strategy and the Standards and Guidelines for the Conservation of Historic Places in Canada.
4.
PARTICULAR PROJECT CONDITIONS
Given the tight schedule, the complexity of the project and the specialized labour that will be required for the project, certain conditions merit the attention of potential bidders.
4.1
SPECIALIZED LABOUR
As the heritage work requires significant technical expertise, the purpose of the mandatory requirements will be to qualify the experience of the bidder and the contractors performing the work in specific fields of work. This will be the case for: Heritage Masonry Contractor; Heritage Metalwork Contractor; Heritage Woodwork and Door/Window Contractor; Heritage Sheet Metal and Metal Roofing Contractor; and Historical Plaster Contractor.
The bidder is responsible for the eligibility of its bid. Consequently, if a bidder proposes sub-contractors for services subject to mandatory technical requirements, the bidder must ensure that the proposed sub-contractor meets the mandatory requirements. Otherwise, the bid will be deemed non-compliant.
BUREAU DES SOUMISSIONS DÉPOSÉES DU QUÉBEC (BSDQ) IMPORTANT NOTE FOR CONTRACTORS THAT MUST SUBMIT THEIR BID TO THE BSDQ: Bids for all trades are to be submitted a week before the bid closing date. The purpose of this special requirement is to give general contractors sufficient time to validate the experience of sub-contractors they plan to propose in their bids.
The following experience criteria may be required for each of these trades:
EXPERIENCE OF THE HERITAGE MASONRY CONTRACTOR The bidder must submit three (3) projects completed in the ten (10) years preceding the invitation to tender closing date and executed by the heritage masonry contractor that will carry out the work.
Each of these three (3) projects must involve work of a heritage nature (restoration of heritage stonework) worth at least $2,500,000 (including taxes) and include at least five (5) of the following twelve (12) elements: 1. Restoration of fieldstone masonry from the 19th century; 2. Removal/re-assembly of stone masonry cladding with restoration of brick and stone substrate;
3. Replacement of stone cladding; 4. Manual removal of mortar joints (without circular saw); 5. Scaffolding during removal and re-assembly of stones; 6. Handling of large stones to be laid or re-assembled; 7. Mortar mixed on site with mandatory quality control;
8. Repair of stones (Dutchmen, consolidation by anchoring, injection of cracks with dispersed hydraulic lime, etc.);
9. Installation of Cintec anchors up to 2.5 metres in length;
10. Masonry cleaning techniques using a micro-abrasive with the JOS system; 11. Stone cutting and carving (large stones and carving of rusticated stones); 12. Restoration of heritage brick masonry works.
As a whole, the three (3) projects submitted must cover at least ten (10) of the twelve (12) elements above.
The bidder must submit client references for each project submitted and the contact details of each so that the Government of Canada can communicate with them.
EXPERIENCE OF THE HERITAGE METALWORK CONTRACTOR The bidder must submit three (3) projects completed in the ten (10) years preceding the invitation to tender closing date and executed by the heritage metalwork contractor that will carry out the work.
Each of these three (3) projects must involve work of a heritage nature (restoration of cast iron or steel trimwork and/or historical restoration of steel and/or cast aluminum trimwork) worth at least $100,000 (including taxes) and include at least two (2) of the following three (3) elements: 1. Restoration of late 19th century cast iron trimwork (cast iron crest); 2. Restoration of steel trimwork from the late 19th century (finials, cresting, toothing); 3. Accurate historical restoration of metal trimwork with steel and/or cast aluminum.
As a whole, the three (3) projects submitted by the bidder must cover all three (3) elements above.
The bidder must submit client references for each project submitted and their contact details so that the Government of Canada can communicate with them.
EXPERIENCE OF THE HERITAGE WOODWORK AND DOOR/WINDOW CONTRACTOR The bidder must submit three (3) projects completed in the ten (10) years preceding the invitation to tender closing date and executed by the heritage woodwork and historical door and window restoration contractor that will carry out the work.
Each of the three (3) projects must involve work of a heritage nature (restoration of historical wooden doors and windows and/or restoration of historical architectural wooden features, such as panelling, mouldings, frames and interior door framing) worth at least $250,000 (including taxes) and include at least three (3) of the following five (5) elements: 1. Restoration of 100-year-old wooden double-hung windows (site and shop work); 2. Restoration of 100-year-old wooden casement windows (site and shop work); 3. Restoration of 100-year-old massive wooden doors (site and shop work); 4. Restoration of historical wooden architectural features (eg, panelling, interior sliding door frames); 5. Installation of new complex windows in a heritage environment with massive stone walls.
As a whole, the three (3) projects submitted must cover at least four (4) of the five (5) elements above.
The bidder must submit client references for each project submitted and their contact details so that the Government of Canada can communicate with them.
EXPERIENCE OF THE HERITAGE SHEET METAL AND METAL ROOFING CONTRACTOR The bidder must submit three (3) projects completed in the ten (10) years preceding the invitation to tender closing date and executed by the heritage sheet metal and metal roofing contractor that will carry out the work.
Each of the three (3) projects must involve work of a heritage nature (replacement of historical metal roofing and/or replacement of historical copper roofing and/or replacement of historical copper seam roofing) worth at least $1,250,000 (including taxes) and include at least three (3) of the following six (6) elements: 1. Replacement of copper roofing;
2. New copper roofing with complex geometric shapes; 3. New historical metal roofing on a major heritage building;
4. New metal seam roofing in a heritage context; 5. Fabrication and installation of copper trimwork;
6. New conical metal turret roofing.
As a whole, the three (3) projects submitted must cover at least five (5) of the six (6) elements above.
The bidder must submit client references for each project submitted and their contact details so that the Government of Canada can communicate with them.
EXPERIENCE OF THE HISTORICAL PLASTER CONTRACTOR The bidder must submit two (2) projects completed in the ten (10) years preceding the invitation to tender closing date and executed by the historical and heritage plaster contractor that will carry out the work.
Each of the two (2) projects must involve work of a heritage nature (restoration of historical plaster) worth at least $50,000 (including taxes) and include at least two (2) of the following four (4) elements: 1. Repair of 75-year-old (or older) historical plaster surfaces;
2. Delicate cleaning and refurbishing of historical plaster on a brick substrate; 3. New plastering in a historical and heritage context; 4. Restoration of historical plaster.
As a whole, the two (2) projects submitted must cover at least three (3) of the four (4) elements above.
The bidder must submit client references for each project submitted and their contact details so that the Government of Canada can communicate with them.
4.2
PROJECT COMPLEXITY
In addition to specialized trades, the experience of the bidder and the bidder's superintendent will mitigate the risks inherent in the complexity of the project. The requirements may include the following:
BIDDER'S EXPERIENCE
The bidder must have experience as a general contractor in carrying out and coordinating major projects. To demonstrate its experience, the bidder must submit two (2) projects it has carried out and completed in the ten (10) years preceding the invitation to tender closing date; the overall value of each project must be at least $15,000,000.00 (including taxes).
Each of the two (2) projects submitted must include rehabilitation of existing buildings.
In addition, the bidder must have experience as a general contractor in carrying out and coordinating projects of a heritage nature. To demonstrate its experience, the bidder must submit three (3) projects it has carried out and completed in the ten (10) years preceding the invitation to tender closing date; the overall value of each project must be at least $7,500,000 (including taxes).
Each of the three (3) projects that are submitted must involve work of a heritage nature (heritage restoration and/or rehabilitation) worth at least $2,500,000 (including taxes) and include at least two (2) of the following four (4) elements: 1. Projects involving the restoration of heritage masonry;
2. Projects involving the restoration of heritage wooden doors and windows; 3. Projects involving the replacement of heritage metal roofing;
4. Projects involving heritage woodwork.
As a whole, the three (3) projects submitted by the bidder must cover at least three (3) of the four (4) elements above.
The bidder must submit client references for each project submitted and their contact details so that the Government of Canada can communicate with them.
EXPERIENCE OF THE BIDDER'S SUPERINTENDENT The superintendent must have experience with projects involving heritage restoration/rehabilitation. To demonstrate experience, the bidder must submit three (3) projects in which the proposed individual acted as superintendent. Each of these projects must be worth at least $10,000,000 (including taxes) and have been completed in the ten (10) years preceding the invitation to tender closing date.
Each of these three (3) projects must involve work of a heritage nature (heritage restoration and/or rehabilitation) worth at least $2,000,000 (including taxes) and include at least two (2) of the following four (4) elements: 1. Projects involving the restoration of heritage masonry; 2. Projects involving the restoration of heritage wooden doors and windows; 3. Projects involving the replacement of heritage metal roofing;
4. Projects involving heritage woodwork.
As a whole, the three (3) projects submitted by the bidder must cover at least three (3) of the four (4) elements above.
The bidder must submit client references for each project submitted and their contact details so that the Government of Canada can communicate with them.
4.3
TIGHT SCHEDULE
Owing to the tight schedule, the following specific measures may be implemented:
SITE VISIT A site visit and/or bidders' conference will be held during the invitation to tender.
VALIDITY OF BIDS Bids cannot be withdrawn for a period of one hundred twenty (120) days following the invitation to tender closing date.
