An Advanced Contract Award Notice (ACAN) must be prepared in both official languages. Below is a model that must be used by contracting officers for the preparation of an ACAN. The blocks include guidance for its use as well as examples for some of the items listed.
Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of the requirement
The National Research Council located in Halifax has a requirement for the services of a technician for the repair and maintenance of a Nitrogen Generation System and its components. The components include, but are not limited to, air compressors, desiccant dryers, filters, oil water separators and N2 generation units. The work will involve the following: but is not limited to, the preventative maintenance, repair, modification, calibration including the controls of such systems.
. The maintenance program will comprise of 4 visits per year 2 inspection visits and 2 service visits per year, based on system startup January 1, 2017.
Oil sampling at every 2000 hrs of operation of the compressors is required to maintain the warranty program.
Inspection visits (2x yearly between service visits): Check all functions of the system. Compressors, filters, dryers, Nitrogen system. Check the oil level in each compressor. Check for water in the system.
Minor Service (every 6 months): Change air and oil filters in air compressors, oil sampling, check all other filters on Dryers and Nitrogen Generators.
Major Service (Annually):
Air systems - Check entire air system and sample oil. Change all filters, including, separator Filter, PD and DD filters and oil. Install inlet valve kit and MPV kits.
Nitrogen Generator -- Service exhaust silencers, buffer tank filter element, air & Nitrogen final filter elements, auto condensate float drain, check O2 sensor solenoid valve.
Additional service as required by manufacturers.

The contractor is to respond to any request for service within ½ hour provide, non-urgent work is to commence within 24 hours of the requested call.Emergency services are to be available on a 24 hour, 7 day a week basis with work to start within 1 hour of the initial call.
Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Authorized service provider for Atlas Copco Compressed Air Systems including downstream components manufactured by Nano and Parker. Knowledge and understanding of Atlas Copco air compressors, Parker Mist Eliminator, Nano Nitrogen Generators and related components. Experience (5 years or more) in working with similar equipment is essential.
Justification for the Pre-Identified Supplier
This proposed contract is linked to previous RFP contract (15-22193) in which Rideout Tool provided on-site service support for the start-up and commissioning on the unit on behalf of the supplier, Compressed Gas technologies. It is NRC’s position that it would not be feasible to tender this contract because it is critical for guaranteed availability of parts for warranty work, and for timely response to equipment breakdowns. Much of the equipment being serviced by the N2 Generation System is critical to preservation of research activities and building controls.
Period of the proposed contract or delivery date
The proposed contract is for a period of 3 years from July 1, 2017 to July 31, 2020 (with the option to renew for two one-year periods.

The estimated value of the contract, including option(s), is $124,000
(GST/HST extra).

Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
