TITLE

Spur-Wharf Pile Extraction, Matane, Quebec, Canada

PROJECT DESCRIPTION

Work included in this contract includes the remaining demolition work of the spur-wharf in the Port of Matane. The work includes, but is not limited to: the extraction of the remaining piles, cleaning of debris on the seabed in the footprint of the spur-wharf (mostly concrete and rebar resulting from the demolition of the spur-wharf in 2016-2017), finishing placing riprap, granular fill, and asphalt where required and Jersey type safety barriers.

BIDDER’S CONFERENCE

1. A bidders' conference will be held on March 28, 2019 at 180, Cathédrale Avenue, Rimouski and,via teleconference at 1550, D’Estimauville Avenue, Quebec. The conference will begin at 14:00 EDT. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.

2. Bidders are requested to communicate with the Contracting Authority at Isabelle.Girard@tpsgc-pwgsc.gc.ca before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than March 27, 2019.

MANDATORY CRITERIA AT CLOSING DATE

1. With its bid, the bidder must include the Appendix 2 - Identification of the team members and the key people duly completed.

2. With its bid, the bidder must include a bid security in the form of a bid bond or a guarantee deposit.

BASIS O SELECTION

1. To be declared responsive, a bid must:

- comply with all the requirements of the bid solicitation; - meet all mandatory criteria; and - obtain the required minimum points overall for the technical evaluation criteria which are subject to point rating.

2. Bids not meeting criteria or any of the above criterion will be declared non-responsive.

3. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 60 % for the technical merit and 40 % for the price.

4. To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by 60.

5. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 40 %.

6. For each responsive bid, the technical merit score and the pricing score will be added to determine its combined rating.

7. Neither the responsive bid obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.

PERIOD OF WORK

The Contractor shall perform and complete the Work within twenty-two (22) weeks following contract award.
